The NOAA Council on Long-Term Climate Monitoring (CLTCM) Terms of Reference Purpose of the CLTCM:  Evaluate and prioritize requirements for existing and planned climate-related observing systems including data processing and data management related to trends and variability  Consider practices/systems that span the range of atmospheric, oceanographic, terrestrial, and cryospheric variables, with attention to issues of accuracy, biases, and errors: - forcings (solar, GHGs, aerosols...) - feedbacks (sea ice, land cover, snow cover, water vapor, clouds…) - responses (atmospheric temperature, precipitation, ecosystems…)  Report findings to NOAA management, i.e., provide advice and recommendations for remedial action and initiatives 2

Terms of Reference Proposed Changes Reporting Responsibilities to Include: NOAA Science Advisory Board (SAB) – parent body Information Exchange and Collaboration with: (1) NESDIS Board of Directors (2) NOAA Climate Observations and Services Board (3) NOAA Climate and Global Change Panel Explicit Involvement in Recommending Science Priorities for Data Processing and Archive: (1) Provide information and advice to NOAA/NESDIS Board of Directors (2) Inter-agency (e.g., NASA) data issues Time Scales of Interest: (1) Primarily decadal time scale and longer, but (2) Seasonal / interannual time scales also appropriate 4

Council Operation (1)Meet semiannually or as appropriate to evaluate the status of current and proposed climate observing and/or data management systems (2)Develop advice or recommendations regarding monitoring activities, development of new initiatives, observing system priorities, national data management and archive priorities, budget implications or other issues pertinent to ensuring high quality climate monitoring (3)Report to the SAB at least annually, bringing a broad view of national and international climate and global change research activities and their implications for monitoring requirements and providing the advice or recommendations which the Council would like the SAB to critically review and forward (4)Inform NOAA of opportunities and roles to interact constructively with other agencies or institutions in promoting high quality climate monitoring (5)Report to the NOAA SAB and inform/collaborate with the Climate and Global Change Panel, the NESDIS Board of Directors, and the NOAA Climate Observations and Services Board as appropriate 6
