PORT OF TACOMA

Request adoption of Resolution , developing a Port of Tacoma Drayage Truck Improvement Program to improve the local and regional air quality and increase marine terminal efficiency through cleaner truck engines and congestion management. Consider Resolution Drayage Truck Improvement Program

PORT OF TACOMA Trucking is: the largest segment of the U.S. surface transportation industry a critical element of the everyday function of the U.S. economy 34 times bigger than intermodal (as measured by revenue) In addition to ship and rail, trucking is an important freight transportation mode for the port maritime business. Background Drayage Truck Improvement Program

PORT OF TACOMA What is a drayage truck? Heavy-duty diesel truck that move containers to and from marine terminals, intermodal yards, and distribution centers Short distances (1-25 miles) Operated by both independent owner/operators and employee drivers Hired by cargo owners, steamship lines, or 3rd party logistics (3PLs) Background Drayage Truck Improvement Program

PORT OF TACOMA Trucks contributed 1% to marine diesel emission in Background Drayage Truck Improvement Program

PORT OF TACOMA 2008 Port of Tacoma Truck Fleet Age Study: 86% is meeting the 2010 goal of operating a 1994 (or newer/equivalent) truck 14% of the drayage trucks need improvement to meet the 2010 goal Well positioned for Background Drayage Truck Improvement Program

PORT OF TACOMA This program is designed to: Improve air quality Increase terminal and port efficiency Be sustainable for the environment and business This program is: Collaborative among stakeholders and regional partners Fee-free Objective Drayage Truck Improvement Program

PORT OF TACOMA  Best Management Practice List  Research and Data Collection  Fleet Modernization  Transparency and Accountability  Gate Efficiency  Regional Standard Practices  Communication and Outreach Program Components Drayage Truck Improvement Program

PORT OF TACOMA List of pre-qualified drayage companies Promote Companies with Green Fleets Create a list of Green Fleet Companies Published on the Port website Promote to Shipping Lines and Beneficial Cargo Owners Enlist Companies to use “Green” Practices and Fleets Shipping lines Beneficial Cargo Owners Most have their own Green Programs Coalition for Responsible Transportation Best Management Practices List Drayage Truck Improvement Program

PORT OF TACOMA Green Fleets Are: 1.Meeting Northwest Ports Clean Air Strategy Truck Performance Measures: fleets meet equivalent DPM emissions level of 1994 or newer trucks fleets meet equivalent DPM emissions level of 2007 or newer trucks 2.EPA SmartWay Certified. Best Management Practices Drayage Truck Improvement Program

PORT OF TACOMA Companies Using Green Practices and Fleets Drayage Truck Improvement Program

PORT OF TACOMA Partner with public and private organizations to identify funding alternatives for drayage fleet modernization Referrals Cascade Sierra Solutions Columbia Bank U.S. Small Business Association Paccar Fleet Modernization Drayage Truck Improvement Program

PORT OF TACOMA Work with agencies and municipalities to improve regional traffic Collaborate with stakeholders to optimize gate efficiency Facilitate quick turn times for drivers to maintain business viability Measure driver gate in-time and queue time GPS tracking Strive to reduce driver operational costs Gate Efficiency Drayage Truck Improvement Program

PORT OF TACOMA Maintain and enhance open channels of communication – “Push” Technology Quarterly truckers meetings Develop Port Website Provide relevant content for truckers Information to improve traffic flow Up to date terminal information Vessel at berth, backup and turn times General Port information Maps, Directions, Links to Terminal Websites Communication and Outreach Drayage Truck Improvement Program

PORT OF TACOMA Develop a Verification Database Key component of program is verification Serve as mechanism for verifying trucks that meet stated goals The Port will create and maintain a data deposit In 2009 Port staff will survey the truck fleet calling at the Port of Tacoma Transparency and Accountability Drayage Truck Improvement Program

PORT OF TACOMA Develop a Business Practice Intelligence Forum Representation: maritime industry, air agencies, beneficial cargo owners, trucking companies, community, and nongovernmental organizations Goals: Address trucking related infrastructure, safety and environmental concerns Charter: Collaborate among stakeholders to identify solutions Transparency and Accountability Drayage Truck Improvement Program

PORT OF TACOMA DATEACTION TRIGGER April 2009The Port of Tacoma's website will go live July 2009Complete an update of the 2008 Truck Fleet Study October 2009Business Practice Intelligence Forum Kick-off August 2010Progress will be evaluated. Lack of progress triggers a restructuring of the program December 2010Issue a written evaluation on program effectiveness and recommendations Timelines and Milestones Drayage Truck Improvement Program
