Troubled Families Better use of Data in Government Consultation 2016 The Troubled Families Programme is a catalyst for local services to change the way they support families with multiple and complex problems. To be eligible, each family must have at least two of the following six ‘headline’ problems: Parents or children involved in crime or anti-social behaviour; Children who have not been attending school regularly; Children who need help (those in need or subject to a Child Protection Plan); Adults out of work or at risk of financial exclusion or young people at risk of worklessness; Families affected by domestic violence and abuse; and Parents or children with a range of health problems. Before the Troubled Families Programme, supporting families with such multiple problems was expensive, and often ineffective. Many different services would intervene again and again, largely independent of each other – and lasting change was seldom achieved. The programme encourages a new way of working: it incentivises services to come together, working with and understanding the needs of the whole family instead of constantly reacting to their individual problems – and to co- ordinate support accordingly. To do this effective data sharing between local public services is essential, however local authorities, who lead the local programmes, consistently report that poor data sharing remains a significant risk to the successful delivery of the programme. Effective data sharing processes (supported by a clear legal gateway) would support the delivery of the Troubled Families Programme and beyond as public services are increasingly required to work together to support individuals and families with multiple problems.
