December 9, 2013 Don’t Forget – TVR is New! 10 For the first time, TVR (Timely, Valid, and Reliable) findings and CAPs are being issued –Based on data from the MSDS data validation activity conducted in CIMS this fall –63 locals participated –14 are receiving findings in the December Workbook Why? –Locals are required to submit timely, valid, and reliable data (IDEA § (b)(1)) –High quality data are critical to accurate reporting on all indicators

December 9, 2013 CAP Reminders Timeline for Corrective Action Plans (CAPs): –CAPs due February 1, 2014 –Progress Reports due June 1, 2014 –Closeout Requests due September 15, 2014 –Verification due November 1, 2014 TA providers are assigned for FM CAPs 12

December 9, 2013 Closeout Reports Closeout Reports from findings issued in December 2012 –B-11 (Child Find) – 60 of 64 locals –B-12 (Secondary Transition) – 16 of 16 locals –B-Timely – 80 of 88 locals 13

December 9, 2013 Uncorrected Noncompliance (UNCs) Any local that does not closeout their finding of noncompliance within one year is issued an UNC –12 locals will receive a UNC in the December 2013 Workbook –All must correct ASAP What is an UNC? –If a local does not correct their finding of noncompliance within one year, then their finding is considered uncorrected noncompliance 14

December 9, 2013 UNC Refresher for Locals What do locals need to know? –Locals receive a MAR message notifying them that their finding is an UNC –They will be assigned a technical assistance (TA) provider that will meet with local staff to develop a new CAP and progress reporting schedule –Their TA provider will contact the local ASAP 15

December 9, 2013 UNC Refresher for Locals What do locals need to do in CIMS? –Locals have TWO items related to the finding on their Task List: UNC – Found under the December 2013 Workbook. There is no new work here! The original CAP – Found under the December 2012 Workbook. Complete all work here! 16

December 9, 2013 UNC Refresher for ISD monitors What is the ISD monitor’s role in a UNC? –Provide support, as needed, to the local and TA provider –Use TA notes to document work 17

December 9, 2013 UNC Refresher and Verification How does verification and closeout work? –After the local and TA provider decide it is time for verification of activities and closeout of the UNC, the local needs to change the status of the original CAP to Verification & Closeout Request Submitted. Who completes verification and closeout? –The assigned TA provider will verify the correction in person and conduct a student record review. –After the TA provider has reviewed the CAP activities and found them compliant, this verification will be sent to MDE for review. –ISD monitors have no work to complete. 18

December 9, 2013 Winter FM Notification Note – FM notification letters will not be included in the December Workbook Letters will be available the week of January 6 – sent to superintendents –Letters posted to the CIMS Web site 21

December 9, 2013 Winter FM Training Winter FM training –Thursday, January 16, 9 am – 3 pm –Location: Lansing Community College Conference Center We recommend that all ISD monitors hold the training date! The Monitoring and Technical Assistance team will notify monitors who must attend during the week of January 6 22

December 9, 2013 B-IEP Validation Update Thank you for completing data collection for the B-IEP validation activity In fall 2013, ISD monitors reviewed assessment data for 76 locals! 24

December 9, 2013 B-IEP Validation – What happens next? OSE will review all data submitted in January Locals with noncompliance will receive a letter of finding and CAP in the April 2014 Workbook Note re: verification of correction for April 2013 CAPs: –For some locals, this data collection was being used as a verification activity. OSE still needs to review data, so at this time, there is no additional work for ISD monitors to do. –Additional guidance is coming in the January COP call about how to proceed with verification and closeout. 25
