Department of Medical Assistance Services Appropriations Act The Department of Medical Assistance Services shall: “Strengthen the qualifications and responsibilities of the Consumer Directed Services Facilitator to ensure the health, safety, and welfare of Medicaid home-and- community based waiver enrollees.” 2

Department of Medical Assistance Services Actions A workgroup of Service Facilitators, stakeholders, and advocates representing regions met to draft regulatory changes. Regulations issued changes related to the provision of services by enrolled Service Facilitation providers. The emergency regulations are located at: x?id= x?id=5450

Department of Medical Assistance Services Service Facilitation Regulatory Changes Training Effective May 15, 2016, and prior to June 15, 2016 date, all current Consumer-Directed Services Facilitators shall be required to complete required training and competency assessments (and achieve a score of at least 80% on each of the individual modules). Satisfactory competency assessments results (80% on each of the individual modules) shall be maintained in the services facilitator’s personnel record and are subject to review by DMAS staff and contractors.

Department of Medical Assistance Services Service Facilitation Regulatory Changes Training (Ongoing) Service Facilitators who have successfully completed this training previous to May 15, 2016 should retain a copy of successful completion in their files. The regulations require that a condition of renewal of the Medicaid provider agreement, all Consumer Directed Services Facilitators shall take and pass the competency assessments every five years and achieve a score of at least 80% on each of the individual modules.

Any current Services Facilitator who fails to complete the required training by June 15, 2016, may be subject to termination of their provider agreement. acilitators/index.html

Department of Medical Assistance Services Service Facilitation Regulatory Changes Training Educational Requirements The emergency regulatory changes apply as follows: Effective May 15, 2016 prior to initial enrollment by the Department as a Consumer Directed Services Facilitator or being hired by a Medicaid-enrolled Services Facilitator provider. All new applicants shall possess, at a minimum, either (i) an Associate’s degree from an accredited college in a health or human services field, or be a registered nurse currently licensed to practice in the Commonwealth and possess a minimum of two years of satisfactory direct care experience supporting individuals with disabilities or older adults; or

Department of Medical Assistance Services Service Facilitation Regulatory Changes Training Educational Requirements (ii) a Bachelor’s degree in a non-health or human services field and possess a minimum of three years of satisfactory direct care experience supporting individuals with disabilities or older adults. Individuals with a Bachelor’s degree from an accredited college in a health and human service field and possess a minimum of two years of satisfactory direct care experience supporting individuals with disabilities or older adults. Individuals who have a Medicaid provider agreement for Service Facilitation prior to May 15, 2016 are exempt from this educational requirement.
