Agenda GIS So far… Need for Enterprise GIS Business Case Challenges for GIS Existing vs Proposed System Integration with other systems System Architecture GIS Process Flow Risk Analysis Proof of concept Implementation Issues Business Process Integration Network Management Commercial Management Benefits 3
GIS so far Not available Base map with latitude and longitude values (Map not Georeferenced) Location error Positional error upto 20 meters. Buildings error Building foot prints without building numbers. Non availability of building blocks. Incomplete Asset Information. Elevation details error Road Error Road flanges without carpet No Property boundary 4
GIS so far… contd All pipelines marked are not referred to any property boundary and have positional error. Transfer of paper maps to digital data contains errors. Sewer is in same lines of Pipelines network. No individual building Foot prints – cannot mark Meters. Position of pipelines captured wrongly. Location based information of buildings is not available. 5
Need for Enterprise GIS Impressive growth in Water sector but still inefficient Widening gap between demand and supply due to Network Losses Target – Reduce Network Losses Implementation of GIS modules Distribution management through GIS modules Supply Demand 6
Business Case Effective management of Distribution System requires good quality maps for asset management. GIS integrated with other systems like SAP-ISU,JSK, SCADA etc helps in complete network management including faster and better decision making. GIS helps unlocking tremendous value for all involved stakeholders by enhancing productivity for the workforce, faster and better service for the customers and revenue addition for the shareholders. 7
Challenges for GIS Unavailability of geo-referenced network maps. Incomplete asset information. Network Management Revenue outstanding Issues. Political Interference on Tariff setting. Non-availability of capital required for capacity enhancement. Fund Crunch for Rehabilitation of existing network and Implementation of DMA. Commercial Management Identification of illegal connections. Unreliable existing network mapping. Loss Reduction 8

Implementation Process: Network Management Network Planning Network Engineering Project Management Completion & Capitalization GIS Integration Higher Investment Higher Employee Productivity Faster Customer Service Better Regulatory Relations 32
Network Management - Benefits Improving the Process efficiency by integrating planning and execution activities Using key capabilities of two system, GIS provides the geographical location and SAP provides accurate cost and inventory data Facilitating engineering and estimation for several projects concurrently using standard layout. Facilitating various users to initiate the scheme for CAPEX using GIS portal. Progress/Status monitoring and tracking of the scheme/Proposal is done through GIS portal For all the schemes having identical material and labor human errors are minimized. ensuring no unwarranted delays in project execution Approving authority can view and comment on the projects by using GIS through portal. Ensuring faster approvals due to improved visibility of proposal. Location for Equipment can now be directly found from SAP and GIS as required. 33
CRM- GIS Integration Connection Management New Connection Dues Verification Technical Feasibility Meter Management Meter Installation Meter Maintenance Meter Replacement Revenue Management Revenue Billing Revenue Collection Higher Investor Returns Higher Employee Productivity Faster Customer Service Implementation Process: Commercial Management 34
Commercial Management – Benefits Faster dues identification process and enhanced productivity. Reduced site visit process for service line identification and technical feasibility. Early release of connection and hence sale of additional energy. Proper route planning for meter installation and enhanced productivity. Mater installation at proper place and reduction of repeat visits. Reduction in address not traceable cases and hence more recovery. 35
GIS Software Package Depends on 1.Needs of the organization 2.The software that you have access/training in 3. Complete price - basic package, modules, and support 4. Environment - stand alone versus network 5. Degree of Interoperability 6. Degree of scalability 36

41 Project Dharani by Govt. of Goa An e-infrastructure initiative towards e(ffective)- Gov.
42 Dharani- Project Objectives – Integrated Land Records for the State of Goa Creation of digital maps down to every land parcel level Linking the Maps to ownership records/RoR Database creation, Data Security and Archiving Hosting the Data on a state-wide network. Provide access to authentic geo-spatial records thro’ web services and kiosks Automatic Land Parcel Extraction with RoR and template
43 Technology and Services offered Digitization of cadastral maps of the entire state of Goa Mosaicing individual sheets digitally to create maps of villages/towns/cities Integration with ownership and land use records Customized GIS software for Maintenance and management of Land Information System by the Land Records Department operating on a state-wide enterprise network, with biometric security, data encryption, data archival and land mutation workflow processes Operating kiosks for information dissemination to public Issuing certified copies of land parcel extracts against nominal payment to citizens
44 Computerized PT Sheet

47 Integrated Land Records Form 1 and 14 integrated With map/land parcel data
48
49 Integrated Land Records Form 1 and 14 integrated With map/land parcel data
50 Data Integration with Records of Right (RoR) - Benefits Reconciliation in cases of Discrepancies in Areas of Land Parcel and ROR – Missing Data Queries based on Ownership, land use etc
51 Data Archival Even if a map is edited by an Updating Authority, the earlier version is not over-written, the file is simply tagged as updated pending approval. Only when the Approval Authority puts his/her fingerprint and approves the change, the updated map is tagged as a final updated latest version On mutation,, the old record also needs to be maintained for production in judicial/arbitration courts in case of future disputes as maps are a legal record. VISION MapMaker supports Data Archival whereby every record of mutation is preserved Software maintains complete version history and prohibits editing of older approved versions
52
53 Data Security -Survey Records are legal records and need to be protected from tampering -In a digital networked environment, the Security System adopted is three-fold -ENCRYPT/IDENTIFY/ARCHIVE
54 Data Security – Encryption Data is in encrypted form preventing tampering by unauthorized personnel. Only authorized users through customized GIS software VISION MapMaker can modify the data.
55 Data Security – Biometric Verification -Data Updation is allowed by software only after biometric verification (fingerprints) of Updating Authority and Approval Authority.
