GENERIC GUIDELINES FOR DONATIONS Global Logistics Cluster Meeting Paris (March 2010)

BACKGROUND  Discussion on UBDs in Global Log Cluster meeting (last year?)  Outcome of discussions of Mr. Holmes with a number of donor countries  Logistics Cluster « Briefing Paper on unsolicited donations » for Haiti  Donation paper for Haiti  Generic Donation paper (for large dissemination to donors, private sector, etc.)

Contains Guidance on : a) CASH DONATIONS b) DONATIONS IN KIND OF RELIEF GOODS c) DONATION IN KIND OF SERVICES/ VOLUNTEERS d) PARTNERING (of the Private Sector) WITH THE UNITED NATIONS e) REPORTING ON CASH AND IN-KIND CONTRIBUTIONS GENERIC GUIDELINES

a) CASH DONATIONS Overall plea to donate cash rather than in-kind relief goods Proposed channels:  Consolidated or Flash Appeals  Emergency Relief Funds (ERF)  Central Emergency Response Fund (CERF)  Which other channels should be added? (e.g. list of NGO websites for Haiti)

b) DONATIONS IN-KIND (RELIEF GOODS) General considerations:  Cash x in-kind  Need for donations to be well-planned with national authorities + humanitarian community coordinating the relief efforts  Priority for initial phase of the response = life- saving items  Need for proper documentation  UN does generally not cover freight/transport cost

Basic requirements:  Coordination with humanitarian organizations on the ground – is the type of aid required?  Consignee – who will receive the cargo?  Documentation – does this meet requirements for entry?  Does the donation qualify for support from the LogCluster?  What NOT to donate b) DONATIONS IN-KIND (RELIEF GOODS)

WHAT NOT TO DONATE Items not confirmed to be needed General recommendations (UN system): – Goods or services not aligned with the goals of the UN – Goods or services requiring significant financial commitment (for transport, sorting; software that require additional purchase of licenses, etc). Medicines: – WHO standards / WHO Model List of essential drugs – Expired or near expiry (self-life > ETA + 6 months) Used goods Untested technologies/medicines + prototypes

c) IN-KIND DONATIONS (SERVICES) In-kind donations of experts – Consult the cluster focal point before dispatching – Need for the services to be self- sufficient Volunteering service – Recruitment of “unknown” staff during emergencies is exceptional – Best for development projects – Referred to UNV, CIDI or others.
