WestEd.org Academic Tiers in Review Tier I- Benchmark High quality evidence- based instruction that occurs in the general education classroom and is implemented by a general education Teacher. Tier II- Strategic General education instruction plus specialized evidence- based intervention provided in a timely manner for students at-risk for failure. Intended for students less than two years behind in grade level. Tier III- Intensive Most intensive, evidence-based instructional program to meet the needs of individual high-risk students are more than two grade levels below in reading or math skills. 7

WestEd.org Key Vocabulary Universal Screening Progress Monitoring Diagnostic Assessment

WestEd.org Universal Screening A process in which all students are assessed to identify which students need a specific intervention. Note: ‘Universal’ usually refers to a grade level (e.g., all students in a specific grade are screened).

WestEd.org Screening Defined Universal screening measures consist of brief assessments focused on target skills to identify students who are at risk for failure. Universal screening is typically conducted three times per school year, in the fall, winter, and spring. (Jenkins, 2003) 10

WestEd.org Progress Monitoring Set of assessment procedures for determining the extent to which students are benefiting from instruction and for monitoring the effectiveness of instruction.

WestEd.org Progress Monitoring Defined Progress Monitoring involves assessment that is used to demonstrate rate of improvement in skills or curriculum and to identify whose growth is inadequate. Progress monitoring aids teachers in determining when instructional adjustments may be necessary. (Stecker, P.M., & Hintze, J.M, July 2006) 12
