Session Law An act directing the State Board of Education to develop and implement digital teaching and learning standards for teachers and school administrators House Bill 23 IHE and SBE Responsibilities of HB 23

Digital Learning Competencies: HB 23 Significant critical step in formalizing digital learning as part of the core competencies and necessary preparation for all teachers Thoughtful development: final competencies need to be real, actionable and provide meaningful guidance for educators Competencies need to be fully integrated into all parts of teacher preparation and future professional development.

Timeline ●Digital Learning Competencies for Teachers and Administrators (Session Law (HB 23), an act directing the State Board of Education (SBE) to develop and implement digital teaching and learning standards for teachers and school administrators by July 1, 2017.Session Law (HB 23) ●Developed timeline ●Began crafting the competencies ●Convened leaders internally and externally to provide input ●Revised competencies incorporating feedback Early 2015 ●Cross-walked competencies to standards such as ISTE Standards for Teachers and Administrators, AASL, ITES, etc ●Sent revised draft to a broader audience to gather additional feedback ●Analyzing feedback for additional revision Late 2015 ●Convene educator practitioners from across the state to help revise and unpack the competencies ●Explore/investigate micro credentialing & CEUs ●Finalize the competencies ●Build out Digital Learning Competencies Toolkit Early 2016 ●Create PD to promote job embedded Professional Development based on DLC Toolkit for teachers ●Launch and host PD events across the state on effective use of toolkit to support Competencies Late 2016 ●Deploy DLCs pending SBE Board Approval ●Continue to provide support to all educators in the implementation of the DLC Toolkit Early 2017 ●Validate and Revise competencies as needed ●Survey to gather data on effectiveness Late 2017 ●Implement DLCs July 1st

About the DLCs Represent skills that teachers and leaders should integrate into their practice to improve student outcomes within a digital learning environment Intent is to improve leadership for digital learning and teaching practice Informed by national models (ISTE teaching standards, iNACOL, and the North Carolina Digital Learning Logic Model)

DLCs for Classroom Teachers…. Leadership in Digital Learning Teachers will demonstrate leadership in accelerating their integration of digital teaching and learning pedagogies Digital Citizenship Teachers will model and teach Digital Citizenship by the ethical, respectful, and safe use of digital tools and resources that support the creation of a positive digital school culture Digital Content and Instruction Teachers will know and use appropriate digital tools and resources for instruction Data and Assessment Teachers will use technology to make data more accessible, adjust instruction to better meet the needs of a diverse learner population, and reflect upon their practice through the consistent, effective use of assessment.

DLCs for School Administrators…. Vision and Strategy Administrators will create and communicate a vision for digital teaching and learning in their schools, embedding into the strategic plan for implementation and execution. Content and Instruction Administrators will be the ‘lead learners’ in their schools, modeling appropriate instructional practices and ensuring content encompasses appropriate digital tools, resources, and pedagogies. Human Capacity and Culture Administrators will leverage digital tools and resources to further develop a positive culture of learning that seeks continuous improvement among staff and students.

DLCs for School Administrators…. Personal Growth and Connectedness Administrators will develop a personal learning network and demonstrate a dedication for continued growth and excellence. Community Administrators will engage all stakeholders in the purpose and function of the school, leveraging multiple types and points of connection and communication to ensure the constant, effective flow of information and input.
