The “tie ins” to other stakeholders is still set on the technology “advancements” of the 1980s Emissions testing isn’t a new idea… A form of it has been around since 1984… Thus we have encountered many challenges during implementations. www. Contract Renewal … In 2010 Idaho DEQ signed a 5 year contract with Opus, in the year prior to our contract expiration, we poured over other states’ RPFs and made notes about ways in which we felt the program could be further enhanced or where we were continually seeing hang-ups Goals included: Bridging the 30+ year gap in technology by incorporating advancements in technology Making automation work in a non-automated environment Managing the shell game of license plate transfers Managing testing services in city of Kuna and low population municipalities On and on….

Eek Change! Through the RFP process, we thankfully had three successful and very capable companies bid and ultimately awarded our next contract to Applus Technologies ! Armed with ideas, enhancements, wishes and new faces within our different stakeholders, DEQ and Applus spent 3 short months (including two holidays and a legislative session) building the next version of the Idaho VIP

Onward ! The program successfully rolled out on our planned go-live date: February 2, 2015

Good Things Come in Small Packages Regardless of the number of vehicles tested, stations participating or inspectors certified, this was a full-size implementation!! Program mainstays: o Station recruiting and inspector training: added new stations, including one in each of the cities of Kuna and Parma o Equipment: that supports multiple test types: TSI & gas cap, OBD (SmogDADdy) and diesel opacity o “New” VID o “New” Dashboard o Enhanced website: Reorganized the FAQs by subject matter Streamlined data requests for test data - one click! o We are “New” web services to enhance the registration revocation and reinstatement process, E.g., obtaining registration information daily from ITD, while communicating back in real-time – great for reinstatements!

Secrets Revealed For A Successful Relationship Commitment at all levels: o Applus and DEQ executive teams involved every step of the way: Implementation meetings Station recruiting Go-live Assign an Implementation Manager to see the transition through and provide support to the local team beyond transition date Set clear expectations early on Communicate, communicate, communicate Transparency is not just a buzz word!
