o General department of international education under MoET. Established employees (Second largest among 22 Departments under MOET) Functions: Policy advisory body on international education; manage international education and provide public services in the field of international education in Vietnam. Responsible for out-bound and in-bound students and teachers, mainly scholarships students. (6,000 Vietnamese students in 47 countries and nearly 4,000 foreign students in Vietnam) Managing around 75 million USD per year on scholarships for MoET, MARD, MoIT, MoCST. Overseeing over 460 international education programs in Vietnam (appraising, licensing and monitoring). Subsidiaries: Centre for International Education Consultancy (CIEC); Centre for International Professional and Technological Cooperation and Exchange (CEPECE), International Student Center (ISC); Puskin Sub-Institute.

CIEC: Public services providing arm of VIED. International education focused management consultancy organisation. Establish Feb 2014, more than 40 partners from US, UK, Australia, New Zealand, Ireland, France, Italy, about to expand to Japan, Korea, Canada in Many are highly ranked business schools or triple accredited. International Education promotion services: Market Approaching: Market updates and market integration strategies, recruitment strategies, U2U: Universities bridging and partnership development. Student placement and recruitment (both Government funded and private) Branding services for International HEIs in Vietnam: Education fairs, tailored online and offiline campaigns, traditional marketing and communication activities.

 Law on Higher Education, approved by the National Assembly on 18 June 2012 and effective as 1 January Chapter on International Cooperation (Chapter VI with 6 Articles).  Decree No. 73/2012/ND-CP on Foreign Cooperation and Investment in Education, providing stipulations on Foreign Cooperation and Investment in Education, including (1) joint training, (2) educational establishments with foreign investments and (3) foreign educational representative offices in Vietnam.  Decision No. 05/2013/QD-TTg on overseas study of Vietnamese citizens dated 15 Jan  Circulation No. 10/2014/TT-BGDDT – Regulations on managing Vietnamese citizens studying overseas

 Vietnamese students to study business related courses overseas: ◦ Scholarship students: advisory service, cost-sharing through various Vietnamese Government Scholarship Programs ◦ Private students: Through CIEC under VIED.  International students to Vietnam: Student and staff exchange programs. Study abroad programs in English-based programs delivered by Vietnamese universities. Joint training programs with Vietnamese universities Public Private Partnerships in higher education.
