 Article 16A ◦ Designed to be the link between national and regional-level implementing institutions of SADC. ◦ Main instruments responsible for the implementation of particular SADC programmes and also act as the vehicles for bottom-up policy- making within SADC. ◦ Are structured to create space for multi- stakeholders which include the civil society, labour and the private sector to influence and direct SADC policies at the national level.  Openness by the Ministry of Foreign Affairs to engage CSOs on the need to set up the SADC SNCs  NANGO has working relationships with Ministries responsible for coordination of the thematic clusters  Collective spaces for engagement of policymakers by CSOs created and active  Engagement with CSOs by the state mandated by the Cotonou Agreement & Article 23 of the SADC Treaty T Nyandoro
