2 Introduction Following the change demands based on the needs of parliament (DPR RI) to more responsive and aspirational, the structure of supporting system have to change. According to the Law No. 17/2014 on MPR, DPR, DPD, and DPRD (Representative Body) as law basic to restructuring of the supporting system of DPR. According to the Presidency Regulation No. 27/2015 on Secretariat General And Expertise Agency of DPR According to the Speaker Regulation No. 1/2015 on Role and Function of Expertise Agency of DPR. Based on the law, supporting system of DPR are Secretariat General and Expertise Agency in equal position and functionally responsible to the speaker, but in administrative, Expertise Agency under Secretariat General. Role of the Centre: Doing research and analysis of parliament issues. Function of the Centre: Arrange research and analysis of parliament issues.

6 Mission of The Centre Optimize Substance (Expertise) Support to DPR RI through research activity professionally, neutral, and accountable Provide Substance (Expertise) Support to DPR RI through analysis professionally, neutral, and accountable Develop human resources competency

7 History Establish since 1990 based on initiative the Speaker of the House (DPR RI) H.E. Muhammad Kharis Suhud (Period ) The consideration or the reasoning establishment of research division was necessity of substance support to the House (DPR RI) At the beginning, there were only 16 researchers who recruited specific to became researcher. Institutionally, at the beginning only as a division under the Centre for Analysis and Information Services In 1990, some of staff visited to Library of Congress and Congressional Research Services in US Congress to learn about substance support to the parliament Since November 2015, research division became research centre

21 Some Problems and Challenges
As a researcher, we also have to fulfil some responsibilities to produce scientific paper. Then, we propose to the Indonesia Science Institute (LIPI) as our career supervising as a researcher. At the same time, we also responsible to the DPR RI to give substance support quickly (including involved in bill deliberation). So, we have 2 (two) obligations in the same time.

22 Continue Some Problems…
Our main challenge is how we do research to fulfil the needs of DPR and accordance with the Science Institute Rules. In the future, we need more researchers from various field study to meet the need of substance support to the DPR. Our status not only as a civil servant with some conditions (according to civil servant law), but also as a parliament official with specific status.

23 Continues some problems…
Generally, We still facing some problems: Structure of the research service (part of expertise agency of DPR RI)  Already establish since November 2015. Competency of researchers and quality of products {Support researchers to receive higher education (masters and doctorate), Enhance technical training for researchers – policy analysis, brief making, legislative research etc, and develop quality control mechanism}. Relations with non-permanent staff (MPs personal staff, advisers) - Develop working mechanism between researchers and non-permanent staffs. Lack of career opportunity {Disconnect between academic standards expected by Indonesian Institute of Sciences (LIPI) and standards required for practical services in the House needs to be overcome through communication with LIPI}. Cooperation amongst research services of the parliaments.
