Excellent Teacher Scheme The Proposals

The Excellent Teacher Scheme - Proposals A new scheme for excellent teachers is proposed with effect from September 2006 to benefit approx 20% of those reaching UPS3 Career route for teachers who do not want to pursue TLR or AST route Require high standards – similar to AST standards Rewarding excellent teachers for work in the classroom and supporting school colleagues STRB recommended; –Scheme open to teachers at UPS3 and who have distinguished themselves at that level –Period on UPS3 should normally be two years –Awards under the scheme from September 2006

The Excellent Teacher Scheme – Proposals Scheme to take account of: –A process of application and assessment as rigorous as the AST process –Having an element of external assessment –Only very best teachers can achieve new status with a programme of study leading to appropriate qualification –Salary to reflect quality of improvement in teaching and learning resulting from the excellent teacher scheme

The Excellent Teacher Scheme – Proposals Excellent Teacher Scale to be distinct from the Main Pay Scale and the Upper Pay Scale: –Clear focus to the role but without outreach function –Excellent Teachers should be excellent classroom practitioners –Established track record of sustained high quality teaching, with their pupils showing consistent improvement in relation to prior and expected attainment

The Excellent Teacher Scheme – Proposals Excellent teachers should: –Maintain high standards –Demonstrate commitment to professional development –Provide exemplary role model for staff through professional expertise –Have distinctive role in achieving improvements in teaching across the school

The Excellent Teacher Scheme – Proposals In addition to normal classroom duties, the specific expectations of an Excellent Teacher are: –The induction of newly qualified teachers –The professional mentoring of other teachers –The sharing of good practice through demonstration lessons –Helping teachers to develop expertise in PPA –Helping teachers to evaluate the impact of their teaching on pupils –Undertaking classroom observations to assist and support the performance management process –Helping teachers improve teaching practice (including those under capability procedures)

The Excellent Teacher Scheme – Proposals Entry arrangements for the Excellent Teacher Scheme: –Will be rigorous and challenging, reflecting expectation that some 20% of UPS3 teachers are likely to achieve the status Applying for Excellent Teacher status: –May apply once paid on UPS3 for not less than two years –Willing to meet expectations of Excellent Teachers –Written commitment from Headteacher that post(s) for an Excellent Teacher exist in school staffing structure –Headteacher’s endorsement of application and confirmation of meeting standards for Excellent Teacher –Have evidence of work during period on UPS of identified needs of particular group(s) of pupils, involving analysis of addressing needs and sufficient substance to have positive impact beyond assigned pupils –External assessment demonstrates national standards are met

The Excellent Teacher Scheme – Proposals Appointments: –Only a teacher who has met the standards is eligible to apply for an Excellent Teacher post available in any school –Once appointed, required to maintain Excellent Teacher status in line with Performance Management arrangements and performance assessed against expectations of role Would otherwise revert to UPS3

The Excellent Teacher Scheme – Proposals Standards: –Excellent results / outcomes –Excellent subject and / or specialist knowledge –Excellent ability to plan –Excellent ability to teach, manage pupils and maintain discipline –Excellent ability to assess and evaluate –Excellent ability to advise and support other teachers

The Excellent Teacher Scheme – Proposals Salary: –Excellent teachers will be precluded from holding TLR payments. –The Secretary of State does not see the need to specify salary levels now as scheme will not be operational until September 2006 (For Guidance: Pay Review Body proposed spot salary for an Excellent Teacher to the value of £35,000 as at 1 st September 2005 in England and Wales and up to the value of £41,000 in Inner London based on appropriate increases from UPS3)
