Who We Are We are a partnership between agencies that support the success of children and youth who attend public schools within the attendance boundaries of the West Contra Costa Unified School District. Our Collaborative is guided by core principles of respect, integrity, equity, access, creativity and partnership.

The Challenge There are dramatic performance disparities based on class, privilege, race, ethnicity, gender, disability, English language proficiency and history of oppression.

Our Approach We are individually and collectively committed to aligning our strategies and resources to eliminate the systemic inequities faced by underserved and underrepresented children, youth and families. Inequality will only be eradicated when a critical mass of community stakeholders works together to strategically support the academic and life success of underserved and underrepresented children and youth.

Our Goal We are committed to nothing less than every West County child graduating from high school prepared for college, career and life. By 2025, we will double the number of West County children and youth who earn a degree or certificate.

Goal Area 1: Out of School Time (OST) Underserved and underrepresented West County children and youth will have greater access to high quality OST that build knowledge, shape attitudes, and strengthen relevant skills through active and engaged learning.

Goal Area 2: Prepared for Post-Secondary Success West County youth will graduate from high school prepared for post- secondary success.

Future and Related Goals Goal: OST and College Access Programs will align their efforts to create the space and structure for West County families to engage and support their children’s success in school, college and career. Goal: West County children achieve post- secondary success Goal: West County children have equal access to quality and affordable health services Goal: West County children are safe at school and in the community

Continuous Communication Two key communication recommendations emerged during the planning phase: – Celebrating accomplishments – Updating partner agencies.

Discussion This proposed plan by HTA. It is a living document that will be updated as the collaborative matures and indicators and strategies are adapted to meet the needs of children and youth. Our Collaborative structure will need to be fluid and flexible to meet the changing environment and partners in West County.

Ground Rules Affirmative/No blame statements. – The District, Cities, and CBO’s, united as one community, with a singular vision of student success. Vs. – WCCUSD starts working collaboratively with CBO’s and the City.

WCCUSD Mission & Equity Statement Mission We provide the highest quality education to enable all students to make positive life choices, strengthen our community, and successfully participate in a diverse and global society. We provide excellent learning and teaching experiences; safe, student-centered learning environments; and support for all students and employees. We develop and maintain productive community partnerships and individual and collective accountability. Equity Statement The belief that all students can achieve at high levels of proficiency and that the effects of institutionalized racism can be mitigated is central to how equity is viewed in West Contra Costa Unified School District.

Whole Child, Whole Community

Proposed Timeline a. Late February to Early March 2016 – i. Initiates community meeting and focus groups; – ii. Distributes the list of qualities and characteristics to all potential candidates and – includes those in the posting – iii. Develop the search materials & begins identifying potential candidates – iv. Actively advertises the position b. Middle to Late March 2016 – i. Deadline for applications – ii. Board meets with consultant for initial review of applications – iii. Consultant completes reference and background checks on candidates c. April – i. Board meets with consultant to review comprehensive and independent reference – and background checks – ii. Board meets with consultant to select candidates for interview – iii. Board interviews candidates and narrows the field to two finalists – iv. Consultant facilitates Board’s visit(s) to community of leading candidate(s) d. May 2016 – i. Board meets to select a single finalist for the position – ii. Consultant facilitates the Board’s offer of employment to the finalist e. July 1, 2016 – i. New superintendent begins
