What’s up? In Swedish disability policy 2012

Monitoring of disability policy in Sweden 2012 – the base line Persons with disabilities have worse conditions for participation in society Two areas that play a major role in improving living conditions, labor market and education. But all policies are interrelated and are interdependent.

Examples of improvement More persons with disabilities are getting working aids and other support from the Employment Service. More obstacles in the physical environment is removed. The proportion of available vehicles in public transport increases. More TV programs are subtitled, vision and character interpreted than before.

Some facts it is twice as common for PWD having elementary school as their highest education. 25 percent of PWD has been in economic crisis, compared with 13 percent of the average.

Some facts People with mental disabilities have poorer somatic health than others. Children and young people with disabilities exercise less than other children.

Comparisons as a driving force Visibility creates a greater willingness to change. In many areas there are still gaps in follow-up. There will not be possible in 2016 to highlight the improvements that have occurred, and the effects remain invisible Only 30 per cent of the agencies objectives can measure success

Structure and mandate of the Swedish Agency for Disability Policy Coordination Overview of other national agents in the protection, promotion and monitoring of the rights of persons with disabilities, ways of cooperation between Handisam and other agents in particular with NGOs of persons with disabilities Who are the bodies under the Article 33 of the CRPD in Sweden (focal point, independent mechanism and NGO)? Does Handisam play any role under the Art. 33?

Will Handisam contribute to Initial report on the implementation of the CRPD for the UN Committee on the rights of persons with disabilities? In what way? What promotional and awareness raising activities does Handisam carry out? How is monitoring undertaken (data gathering and analysis)? Are there any implementation indicators in place? Is Handisam undertaking any activities regarding monitoring and promotion of rights of persons with disabilities with intellectual and mental (psycho- social) impairment?
