SO 2 Data Requirements Rule SO 2 NAAQS Data Requirements Rule (DRR) –Signed on August 10, –Published on August 21, 2015 (80 FR 51052) The DRR was developed to address the need for additional air quality data to be used for implementing the ‐ hour SO 2 NAAQS. –The existing SO 2 monitoring network characterizes localized SO 2 source impacts in a limited set of areas. The DRR directs state and tribal air agencies to characterize current air quality in areas with large SO 2 sources (2,000 TYP or greater). –Facility can take permit limit below 2,000 TPY to be exempt. 15

Consent Decree Recommendations Plant Scherer in Monroe County –EPD recommended attainment for Monroe, Bibb, Jones, Jasper, Butts, Lamar, Upson, and Crawford. –EPA’s 120-day letter recommends Monroe, Jones, Jasper, Butts, Lamar, Upson, and Crawford (not Bibb). Violating monitor in Savannah –Lathrop & Augusta SO 2 monitor ( ) design value = 78 ppb –EPD recommended that the land including the IP-Savannah main mill and the area surrounding the violating SO 2 monitor (Jasper Spring Park) be designated nonattainment. –In early 2016, GA EPD early certify the SO 2 data at this monitor design value = 70 ppb –This area has been removed from the Consent Decree schedule (Round 2) and will be designated based on modeling (Round 3). 18

PSD Emissions Inventory GA EPD is creating a statewide emission inventory for the PSD air impact analysis –NAAQS & Increment –PM10, PM2.5, NOx, SO 2, and CO –Follow 40 CFR 51 Appendix W –Contractor support from AMEC GA EPD will maintain future updates to the emission inventory through the permit application process. All emissions will be available on-line 21
