GARBER AWARD CONDUCT LEVEL I FOUNDATIONS COURSE SUMMARY CONVERSATION LEVEL V EXECUTIVE GILL ROBB WILSON AWARD 1 Level I is required to participate in meetings, activities or training. Once completed, you may begin your Command and Staff, Specialty Track, Leadership and Activities at any senior program level. You must complete Level III to attend Region Staff College (RSC) and be at least a major and completed RSC to attend National Staff College (NSC). Air University (AU) Professional Military Education (PME) courses have specific rank prerequisites. These Professional Courses require attendance, are offered at least once a year, and should be taken in sequence. You may take PME equivalents (SOS, ACSC, or AWC) through AU correspondence when you meet rank prerequisites. Specialty tracks vary in required completion times and requirements. Completion times range from 6 – 12 months. Some have online exams or AU courses. Some require additional courses or staff activity. Members should review the current Specialty Track Study Guide for their specific requirements. After Level I is completed, you may qualify for promotion to a different grade if you are or were a uniformed service member; former CAP cadet who earned the Mitchell, Earhart, or Spaatz Award; former senior member; FAA/FCC rated pilot, mechanic, communicator, or ground instructor; chaplain; character development officer; or a professional in the medical, education, finance or legal fields. See CAPR 35-5 for specific qualifications. CPPT is required of all cadets 18 years old or older, CAP Cadet Sponsor Members, and all Senior Members including prior CAP members re-joining after two years break in membership. Courses equivalent to OBC are any US Armed Forces NCO Academy (for E-5 and E-6) or Senior NCO Academy (for E-6 and E-7); ROTC, OCS, OTS, or Service Academy completion; Squadron Officer School, Air Command and Staff College, or Air War College (see CAPR 50-17, Attachment 2, for details on using these courses for equivalent PME for OBC, RSC, or NSC). All Lieutenant Colonel promotions are temporary for 1 year. After 1 year the approving authority may confirm the individual’s permanent promotion, extend the temporary promotion for another year, or have the individual revert to the previous grade held prior to the temporary promotion (see CAPR 35-5, para 1-5d) TOTAL OF 3 YEARS NATIONAL STAFF COLLEGE (NSC) OR EQUIVALENT PROFESSIONAL MILITARY EDUCATION (PME) DIRECTOR/ STAFF FOR COURSE (SEE CAPR FOR APPROVED COURSES) UPDATED FOR CAPR 50-17, DATED 22 SEP 09 AND CAPR 35-5, DATED 16 MAR
