Bib Formats says two apparently contradictory things: Gov Pub section: “Theses and dissertations from state universities are not considered state government publications” Ch. 3.1, Theses and dissertations, ““Electronic theses and dissertations that are remotely accessible via the Web should be treated as published items and cataloged as original electronic publications…” Clarification from Jay Weitz, OCLC, Yes, “considered to be state government publications.”
