2 What is RDA? Resource Description & Access RDA replaces its predecessor, Anglo-American Cataloging Rules (2 nd ed., rev.) – AACR2 RDA is designed for digital environment Based on Functional Requirements for Bibliographic Records (FRBR) model (Find, Identify, Select, Obtain. This leads us to the concept of Work, Expression, Manifestation, and Item, and their atributes) Full implementation of RDA by LC took place on March 31, 2013 NOAA Central Library: Implemented on April 1, 2013 – All new records are cataloged according to RDA – Most of the copy cataloging updated to RDA – All NACO records in RDA (NOAA personal and corporate authors)

6 Objective: To assure long-term online sustainability and access to NOAA technical documents, the NOAA Central Library (NCL) has been appointed and authorized by NOAA/NESDIS/OSD/TPIOP to assign Digital Object Identifiers (DOI) to National Oceanic and Atmospheric Administration (NOAA) documents NOAA DOI Assignments in NCL

7 Project started in August 2014 Over 221 DOIs created for NOAA online publications Using EZID system (http://ezid.cdlib.org/)http://ezid.cdlib.org/ NOAA constant/predictable part of DOI: doi:10.7289/V5 The suffix is auto-created by the system, i.e. doi:10.7289/V5F47M2H

9 Steps in the process : 1.The DOI numbers for NOAA documents are assign upon request from the NOAA offices. Currently those documents are sent to the NOAA Central Library (NCL) via the email with editable/unsecured PDF. Note: We request the final version of the document 2. The URL placeholder for the document is created on the library’s server. (http://docs.lib.noaa.gov/noaa_documents/ )http://docs.lib.noaa.gov/noaa_documents/ 3. The metadata record for the document is created into (WorldCat, NOAALINC, and coded for the upcoming NOAA Institutional Repository (NOAA-IR) 4. The DOI number is assign and embedded into the document. (Usually below the series statement and at the end of the document citation statement) 5. Next, the document is secured via the PDF document protection application. 6. The final version of the document, with embedded DOI, replaces the URL placeholder. The copy of the final document is returned to the originating NOAA office for their use. 7. Finally, the NOAA Central Library archives, preserves, and provides access to the secured NOAA document via NOAALINC and in the future via the upcoming NOAA-IR.

10 DOI and Versions, Editions Most recent version of NOAA publication will receive its own DOI number. This will allow users to cite a particular version of the document. However, newer version of superseded document will retain the assigned DOI number and the superseded version will be archived separately in the library.
