CQC Registration From 1st April 2013 all providers of NHS general practice and other primary medical services must be registered with the Care Quality Commission.

Health and Social Care Act 2008 (Regulated Activities) Regulations 2014: Regulation 12 ….. Providers must prevent and control the spread of infection. Where the responsibility for care and treatment is shared, care planning must be timely to maintain people's health, safety and welfare.

Legislation and evidence based guidance

Quality of Care The steps taken in care homes to protect residents and staff from infection, represent an important element in the quality of care, particularly as some infections have the capacity to spread within environments where susceptible people share eating and living accommodation (DH, 2013)

Quality?

Why do we need infection prevention and control education? Criterion 10 The principles and practice of prevention and control of infection are included in the induction and training programmes for all new staff. There is appropriate ongoing education for existing staff. There is a record of training and updates for all staff.

Why do you need to audit? Health and Social Care Act 2008 (2010) criterion 1 identifies that the registered provider will need to demonstrate that they have; “Systems in place to manage and monitor the prevention and control of infection, using risk assessments and consider how susceptible service users are and any risks that their environment and other users may pose to them” Need to have a infection control programme in place Need to produce an annual statement

Standard Precautions

Uniform Policy – Are you Bare below the Elbow?

Outcome 8 - Cleanliness and infection control The Health and Social Care Act 2008 (2014) code of practice on the prevention and control of infections and related guidance will help the NHS bodies, plan and implement how they can prevent and control HCAI It sets out criteria that the Care Quality Commission will use to assess them against for Outcome 8.

Criterion Compliance

Hand washing facilities – Treatment Room 17. Is the hand wash basin accessible? (53, 80,90) Guidance: Check for obstructions e.g. equipment. 18. Is the hand wash basin in a good state of repair? (15) Guidance: Check there are no cracks or chips. 19. Is the hand wash basin visibly clean? (52,84) Guidance: Check plugholes and overflows for cleanliness & build up of limescale. 20. Are hand wash basins free from extraneous items? (53) Guidance: free from mugs, medicine pots etc.

Personal Protective Equipment (PPE) The purpose of PPE is to prevent micro-organisms being spread from care workers clothing to other patients and also to prevent the contamination of the care workers own uniform. We all have a responsibility under health and safety legislation to maintain safe working environment. Health care workers need to assess the potential risks associated with particular activities in order to identify what PPE is required. Employers have a responsibility to ensure the adequate provision of protective clothing for safe working practices ( Health and Safety Executive 1992)

Are single use plastic aprons available? (20,79) Guidance: Check they are readily available Are single plastic use aprons stored appropriately away from the risk of contamination (20,53,80) Guidance: e.g not stored in the dirty utility room Is there a range of sizes of sterile and non-sterile powder free gloves available? (20,75,79) Guidance: Check they are readily available Are gloves stored appropriately? (20,53,80) Guidance: Check visually that gloves are stored away from the risk of contamination and heat sources Personal Protective Equipment (PPE)

Decontamination - The 3 stages CLEANING – The physical removal of accumulated deposits by washing with a cleaning solution (detergent & warm water) followed by adequate cleaning DISINFECTION – A process used to reduce the number of living micro-organisms. Disinfection must only take place following adequate cleaning STERILISATION – A process used to remove living micro-organisms including bacterial spores and viruses. Sterilisation is “absolute” i.e. an item is either sterile or non-sterile

Decontamination
