4th ASF/SNEC – ACS Seminar, Seoul, 22 March 2013 Update of IMO Goal Based Standards (GBS) and IACS harmonized Common Structural Rules (CSR) Takuya Yoneya ACS Liaison with ASF/SNEC IACS SG/CSR Member Executive Vice President, ClassNK

Contents Why IMO GBS and IACS CSR? What is IMO GBS? What is IACS CSR? IACS CSR Harmonisation Time Schedule What about the impact on the ship design? My report today will cover the following content. 1. Firstly, I would like to introduce the “Core Business of Classification Society”, which includes the following content. (1) ClassNK’s Major Events (2) Status as Classification Society (3) Client Service (4) Research & Development 2. Secondly, I would like to introduce our recent “Service for New Conventions” 3. And last, I would like to introduce our recent activities as “New Frontiers”. Now, let me get going on “ClassNK’s Major Events” 2

Why IMO GBS and IACS CSR? GBS: Goal-Based Standards CSR: Common Structural Rules

Serious Casualties Bulk carrier casualties Oil tanker casualties Total loss of bulk carriers resulting in Huge loss of human lives. 200 or more seafarers lost their lives in a single year. Now, let me get going on “ClassNK’s Major Events” Oil tanker casualties Oil spills involving very old tankers such as the Erika (1999) and the Prestige (2002). Large-scale environmental damage. 4

What is IACS CSR?

IACS - Harmonized CSR - Schedule and Status IACS Common Structural Rules 2017/4/28 Two sets of IACS Common Structural Rules for Bulk Carriers and Oil Tankers Effective since 1 April 2006 First IACS common rules to fully cover hull structural requirements for new construction of ships Potential to be compliant with IMO GBS 7 years of application to the hull design of bulk carriers and oil tankers Continuous maintenance to address feedback from the industry and others Industry request to harmonise the two sets of CSRs

Prescriptive Regulations IMO GBS Tier II and CSR Covered by non-CSR rules Covered by the CSR Design Design life Environmental condition Structural strength Fatigue life Residual strength Protection against corrosion Structural redundancy Water tight and weather tight integrity Human element consideration Design transparency Construction Construction quality procedures Survey In service consideration Survey and maintenance Structural accessibility Recycling consideration Recycling Functional Requirements Prescriptive Regulations & Class Rules 12

IACS CSR Harmonisation

IACS CSR Harmonisation Project Harmonise the two sets of CSRs for bulk carriers and oil tankers. Comply with the IMO GBS requirements. CSR for Bulk Carriers CSR for Oil Tankers Harmonisation + GBS compliance 14

Harmonized CSR consists of two parts: a common part; and a part containing requirements specific to bulk carriers and oil tankers. Technical key elements such as loads, fatigue, finite element analysis and buckling are harmonized. 15

Basic Principles of Harmonisation To be equivalent to the present CSRs >> No significant increase nor decrease in scantling requirements, in principle In case where any significant scantling impact is inevitable, sufficient technical background, e.g. damage data, is to be provided. Possible impact anticipated due to compliance with GBS requirements.

Part 1: General Hull Requirements Part 2: Ship type Requirements Table of Contents Part 1: General Hull Requirements Part 2: Ship type Requirements Rule General Principles General Arrangement Design Structural Design Principles Loads Hull Girder Strength Hull Local Scantling Direct Strength Analysis Buckling Fatigue Other Structures Superstructure, deckhouse and hull outfitting Construction Ship in Operation – Renewal Criteria Bulk Carriers General Arrangement Design Structural Design Principles Hull Local Scantling Hull Local Scantling for BC for L<150m Cargo Hatch Covers Additional Class Notations GRAB Oil Tankers Hull Outfitting Common to both BCs and OTs Specific to BCs and OTs 17 17

Scope of Application Same application with the current CSR Single and Double Side Skin BCs ≥ 90m Same application with the current CSR Double Hull Oil Takers ≥ 150m Typical examples only, other variations of cross tie and web frame arrangements are also covered. 18

IACS - Harmonized CSR - Schedule and Status General Rule Principles 28/04/2017 Design condition 25 years of Design life North Atlantic Sea Design criteria Net scantling approach Limit state design (yielding, buckling, fatigue, damage) Design verification Hull girder strength (yielding, buckling, ultimate strength) Local strength (minimum thickness, yielding, buckling) Primary structural strength (3D-FEA of whole cargo areas) Fatigue strength (simplified methods for stiffener end connections, 3D-FEA of hot spot areas with very fine mesh) Audience only like to focus on which parts have been changed as compared to previous CSR. Highlight the “parts” that make difference. Acceptance criteria S is new for BC !

Net Scantling Approach Break down “gross required thickness” into “net required thickness” and “corrosion addition” Relate net required thickness to renewal thickness Wastage limit tvol_add (Voluntary addition) As-built thickness tcorrosion (Corrosion addition) Renewal thickness tnet_req (Net required thickness) 20

Shift to general corrosion Corrosion Additions Corrosion additions are defined as same with those in the current CSRs, based on statistical analysis of thickness measurement data of aged oil tankers and bulk carriers, which include the additional data provided by ICS as well as IACS data. No corrosion occurs when coating condition is “good” Start corrosion wastage “Good ” coating period Age of vessel Proceed in the depth direction during developmental stage Thickness diminution Shift to general corrosion 21
