Gasunie is one of the biggest gas infrastructure companies in Europe. Within the company, we give safety the highest priority; it forms the basis of our license to operate. We abide by the strictest safety, health and environmental standards, both for our own employees and for our external contractors. Gasunie’s safety policy is thus characterised by a proactive approach which is designed to prevent accidents, incidents and hazardous situations.

Hoisting and lifting Hoisting and lifting are among the riskiest activities that can be carried out on an installation, on work sites and on newbuild projects. Each year there are serious accidents associated with this type of work. Activities often involve the relocation of complicated loads with heavy equipment under difficult circumstances. This requires an understanding of the right equipment and the application of the correct working methods. But it is above all a question of correctly assessing the risks involved. Definition of hoisting and lifting Hoisting and lifting: vertical transportation of a load Hoisting: raising the load in such a way that it is freely suspended Lifting: raising the load in such a way that it is lifted under guidance

Hoisting and lifting methods used Hoisting machines: includes mobile cranes, overhead travelling cranes, portal jib cranes, wall jib cranes, lorry loading cranes and chain tackle blocks Lifting machines: includes fastenings, chains, straps and slings Hoisting apparatus: includes fork-lift trucks, extendable arms, cherry-pickers, lifts, lifting jacks, raising platforms and loading/unloading platforms on trucks Lifting apparatus: includes scoops and pallet hooks Risk assessments for hoisting and lifting What working method is being used? How large is the load? What environment is the work being carried out in? What type of crane? What hoisting materials are being used? How is communication being handled?

Approach to hoisting and lifting work 1. Planning and preparation Compile hoisting plan if necessary Compile task risk analysis if necessary Ensure correct work permit if necessary 2. Manpower and equipment Hoisting and lifting team Team supervisor Hoisting/lifting equipment required: - Suitable for the work - Inspected via the crane register - Fitted with a working load limit, unique identification number and most recent inspection date

3. Work site/environment Has everything been tidied up and cordoned off? Special measures taken (underground pipelines and cellars, cable ducts, overground electricity cables, substrate sufficiently load-bearing?) Does the weather justify postponing the work? 4. Implementation Toolbox meeting prior to commencement of work Be familiar with your specific task(s) Hoisting supervisor (needs to wear distinctive clothing): be in permanent contact with crane drivers Hoisting/lifting equipment: visual check before commencement Others (not part of hoisting or lifting team): not within a cordoned off 5. Evaluation Post-mortem following implementation Key question: could we have done it differently/more safely? Aim: to learn from and with each other

Eleven questions for safe hoisting (work permit) Are all those involved familiar with the rules and procedures for the hoisting assignment? Have all those involved visited the Toolbox? Have the necessary hoisting/lifting equipment and materials been inspected and given a: - Safe hoisting weight - Unique identification number - Valid inspection date? Are all the safety provisions operating correctly? Is everyone aware of who the responsible supervisor is for these hoisting activities? Is everyone properly qualified and aware of their assigned tasks? Is there a plan to carry out a task risk analysis and/or risk inventory & evaluation for the job and does everyone understand the hoisting assignment and the precautionary measures? Do we know under what weather conditions the hoisting work needs to be suspended (e.g. high winds)? Has the hoisting area been checked and is everyone positioned at a safe distance in the event that the load swings or falls? Have the communication methods been agreed and are they clear? Is the hoisting equipment being used in the correct way?

Fork-lift trucks Fork-lift trucks can easily overbalance due to: Centre of gravity being too high Wheel base being too narrow The operator must: Have specific fork-lift truck training Have been given an explanation about the work, the site and any hazards Wear a safety belt; closed cabin: door shut Carry out the work in a responsible way The fork-lift truck itself must be: Appropriate for the work Equipped with a user manual (manufacturer) Fitted with a safety belt Maintained in accordance with the manual Certified

Site/environment: Must have even, smooth surfaces, be free of obstacles (pipeline bridges, railway tracks, drains etc.) Must separate off the location where the fork-lift truck is operating from places where pedestrians or cyclists are passing by Work: Must be planned Weight, dimensions, shape and stability of the load must be known Use of mobile phone is prohibited Transportation or lifting of personnel is only permitted very occasionally using a special work basket and under special conditions Remain alert at all times when you are working. If in any doubt, always ask or suspend activities where necessary.
