“Testahel” program launched by the Federal Authority for Government Human Resources is based on an initiative to create empowered human cadres capable of performing tasks assigned to them, with high effectiveness and efficiency in all ministries and federal governmental entities. It is an incentive for all employees in the pursuit of excellence and creativity to accomplish a high performance, and therefore a human capital capable of competitiveness, innovation and creativity. The reward aims to honor excellent employees at their workplaces in the Federal Government, through specific standards and neutral assessment jury comprising members from outside the entity, within specific conditions and requirements. “Testahel” initiative aims to help the public sector in providing high- quality services which contributes to provide a stimulating work environment and increase employees and customers satisfaction levels, to achieve HR strategy at the Federal Government and the UAE Vision of “Testahel” program… The idea

“Testahel” program… Objectives Motivation: Develop the general performance by increasing the level of services provided, and set up mechanisms to motivate the employees by encouraging positive competitiveness, and support the cooperation between governmental entities. Appreciate inputs: Honor excellent employees at the Federal entities levels, and appreciate their excellent services and contributions in the Federal Government. Development competencies: Focus on the importance of investing in human resources, developing the employees skills and capabilities, motivating all employees in ministries and all federal entities on productivity, excellence and creativity, creating a positive competitiveness, and developing their skills and abilities to improve their performance levels. Attractive work environment: Make ministries and federal entities the best work area for all. Disseminate the Quality culture: Develop awareness of HR participants on the importance of implementing quality standards and excellence fundamentals, understanding of these requirements and disseminate the related knowledge. Creative thinking: Disseminate the culture of knowledge, creative and developed thinking among employees, and exploit their capabilities and competencies optimally. Exemplar: Honor excellent employees at ministries and governmental entities levels, appreciate their services and excellent contributions at the federal government, making the employees at ministries and governmental entities an exemplar for the excellent employee. Maximize opportunities: The participation in “Testahel” program increases the chances of competition and experience, to contribute more effectively in other programs of excellence. It is a positive element to the employee’s career.

Categories نماذج من الشراكات Honor and motivate the employee characterized by durable and excellent performance for the entity he works for; levels of excellence accomplished by the employee are measured by their importance compared to the entity’s goals where he works for; program categories were divided according to work nature jobs into four categories:

“Testahel” program… Rewards and Benefits To win the program is considered a high level achievement for employees at ministries and federal entities and it is a recognition of their excellent performance. Areas of recognition, rewards and benefits that participants in the program receive are the following: Honor the winning employees with “Testahel” trophy for the excellent employee of each category A certificate of appreciation to the winners A certificate of participation and appreciation to all non-winners participants A profitable financial reward Publish the names of winners who receive the trophy of Excellent Federal employee on internal and external media and in bulletins issued by the Authority. Winner’s participation in “Success Stories” that will be viewed among Federal Government employees. Any other honoring means that will be updated later on. Winners in the program categories will be a top role model and set good example for their colleagues at work; the program management office will enhance the exchange of experiences between employees of ministries and federal entities where they share their success stories achieved in previous courses.

“Testahel” program… Standards نماذج من الشراكات Unified standards are adopted to formulate and evaluate all program categories, where each program category will be evaluated according to the nature of the specialized category that has been identified within these categories. Due to the flexibility and comprehensiveness of these standards, they will be applied to all categories, in a condition of documenting employee’s data and information as per his work nature and the category he is representing; these standards are the following:

“Testahel” program… Assessment and Jury Assessment Assessment process will be accomplished through a partnership with one of the leading companies in the HR field consultancy, the global Aon Hewitt company, whereas the experts will provide comprehensive solutions, advice and practical application on institutional strategies, to ensure an additional, safe and healthy workforce participation. Jury Program’ jury will be achieved by a neutral entity comprising HR Heads and deputies from different entities which played a major role in HR field; among these entities we cite:

“Testahel” program… Future steps The program administration office is currently working on launching the first course of the program during the second quarter of 2014, whereas the program will be implemented on two courses within one year. The time period for each programs’ course will be a total of (12) weeks and the second course will be in the fourth quarter of The following phases will be implemented in each of the program courses:

“Testahel” program… Role of HR departments The HR department at the ministry or the federal entity will form an internal work team to select candidates, whereas one of the members should be from the Excellence unit. Announce internally the program and circulate conditions, standards and required forms on all organizational units in the entity. Receive candidate’s applications and supporting documents from organizational units, evaluate and select the right candidate according to the appropriate program’s conditions and standards. Select the most candidates entitled to win, and submit the list to the higher department at the ministry or the federal entity for approval. Send approved applications within an official candidacy letter to the program administration office through communication means identified in this manual.
