4 Standards and Conformance Address Technical Barriers to Trade for Priority Integration Sectors (PIS) PIS:  Agro-based products (prepared foodstuff)  Automotive  Healthcare products (Cosmetics, Medical Device, Pharmaceutical, Traditional Medicines and Health Supplements)  Rubber-based  Electrical and Electronic Equipment  Wood based products  Building and Construction Materials – not in PIS however ACCSQ agreed to reduce TBT in the sector.

5 Standards and Conformance Measures to address Technical Barriers to Trade: 1. Harmonisation of standards and technical requirements  ASEAN Guidelines on Standards, Technical Regulations and Conformity Assessment Procedures.  ASEAN Guidelines on Harmonisation of Standards  ASEAN Guidelines on Conformity Assessment 2. Mutual Recognition Arrangements (MRAs) -Guided by ASEAN Framework Agreement on MRAs (1998) -ASEAN Guidelines for the Development of Mutual Recognition Arrangements.  Recognition of conformity assessment results (testing, inspection and product certification).  Competence criteria of conformity assessment bodies follows international standards and practices.

Mutual Recognition Arrangements (MRA) Existing MRAs –ASEAN Sectoral MRA for Electrical and Electronic Equipment (2002)  All AMS Participate  Listed 14 Testing laboratories and 5 Certification bodies –ASEAN Sectoral MRA for Good Manufacturing Practice (GMP) Inspection of Manufacturers for Medicinal Products (2009)  4 AMS participate (Indonesia, Malaysia, Singapore, Thailand) Under Negotiation –MRA on Recognition of Conformity Assessment Results for Prepared Foodstuff –ASEAN MRA on Type Approval for Automotive Products –ASEAN MRA on Building and Construction Material –ASEAN MRA on Bio-Equivalence (BE) Study Report

Development of single regulatory regime, Directive or Agreement for the PIS. - Unifies regulatory regimes in ASEAN - Follows harmonised standards, guidelines and conformity assessment procedures. 6 Strategic Trusts 1.Enhance the standards and conformance infrastructure through development of policies and initiatives to meet the present and future needs of ASEAN. 2.Achieve a highly integrated and cohesive ASEAN economy through a comprehensive and progressive reduction of STRACAP related technical barriers to trade.

3.Strengthen joint ASEAN approaches on issues related to STRACAP for effective representation and participation in international and Asia-Pacific bodies and associated recognition arrangements. 4.Strengthen private sector participation in standards and conformity assessment to accelerate development and enhance availability of services to industry and businesses. 6 Strategic Trusts

5.Enhance the effectiveness of ACCSQ, its Working Groups and its collaboration with other relevant ASEAN sectoral bodies. 6.Support the capacity building and human capital development of Member States for the implementation of ASEAN initiatives and policies related to STRACAP. 6 Strategic Trusts
