Urbanization 2025-2040 Mega City Warfare and Future Technologies Mad Scientist Conference Frank Prautzsch // President Velocity Technology Partners//Mad or Mad Scientist? Support USG direct. Immersed in technologies and INNOVATION and not INVENTION. This Brief is a calling to TRADOC G-2 request for papers for the April Arizona State Meeting on MegaCities. There is an accompanying White Paper to this briefing. Some MegaCity operations may be UNTHINKABLE, but I can assure you some will be necessary, and they will require planning, resources and technology. Urbanization will arguably be the mot consequential event in the history of mankind. My views are my views. My focus is to define some of the critical issues in Mega City operational context and then highlight some key technologies that are already market ready that will/should be commonplace. These technologies are point solutions and my company has no sponsorship or support to any of them. As time permits, I may cover a few key technologies that follow my conclusion. Remember-The most expensive item of the defined technologies is $142K, so even the US Army or an ISIS-like threat can be enabled by such technologies. The Art of War - Sun Tsu, 512 b.c. “…and the worst policy of all is to besiege walled cities. The rule is, not to besiege walled cities if it can possibly be avoided. The preparation of mantlets, movable shelters, and various implements of war, will take up three whole months; and the piling up of mounds over against the walls will take three months more. The general, unable to control his irritation, will launch his men to the assault like swarming ants, with the result that one-third of his men are slain, while the town still remains untaken. Such are the disastrous effects of a siege. Therefore the skillful leader subdues the enemy's troops without any fighting; he captures their cities without laying siege to them; he overthrows their kingdom without lengthy operations in the field.” - As we look at warfare, lets look at sage doctrinal advice from over 2500 years ago. Sun Tsu made it clear that a few things happen: 1. Preparation and technology to lay siege to a city requires months of patience. 2. Leaders get impatient and lose C2. 3. At least 1/3 of the force is lost without taking the city. 4. A skillful leader seeks to subdue troops without laying siege to the city. I had a recent discussion with a noted military author and strategist, and I advised him that Mega Cities will change Clauswitzian Warfare and that the Principles of War need a Urban makeover. He advised me that I was crazy and that you only needed to shut down everything and force both populations and insurgents to flee to rural areas….We agreed to disagree.

Important MEGA CITY demographics CITY DWELLERS ARE EXPECTED TO DOUBLE FROM 3.3B IN 2007 TO 6.4B IN 2050. FOR THE LAST TWO DECADES, DEVELOPING NATIONS HAVE ADDED 3 MILLION NEW PEOPLE TO THE WORLD PER WEEK. 38% OF AFRICANS LIVE IN CITIES. MORE THAN 50% WILL LIVE IN CITIES BY 2050. BY 2050, OUT OF 100 CHILDREN, 57 WILL BE BORN IN ASIA AND 22 IN AFRICA….MOSTLY IN CITIES BY 2025 THE PLANET WILL HAVE 27-28 MEGACITIES. BY 2050, NEW YORK CITY WILL NOT MAKE THE TOP 10 MEGACITIES. THE WORLD’S RURAL POPULATION WILL PEAK IN 2018 AT 3.5B AND THEN FALL TO 2.8B BY 2050. NOT ONLY IS THERE A SHIFT IN POPULATION DEMOGRAPHICS, BUT ALSO IN WEALTH AND AGE. BY 2050 KOREA, MEXICO, COSTA RICA, COLUMBIA, CHILE, VIETNAM, TURKEY, LEBANON, MOROCCO, AND IRAN WILL HAVE THE PLANET’S OLDEST POPULATIONS. AFGHANISTAN, SOMALIA, YEMEN, THE WEST BANK AND GAZA, AND THE DEMOCRATIC REPUBLIC OF CONGO. “The New North”, by Laurence Smith . Urbanization will arguably be the most consequential event in the history of mankind. Mega Cities will be a major part of this migration. Today there is the net equivalent of a new Austin Texas on the planet every day. By 2040, there a new Seattle/Tacoma, Washington every day. They however wont be in Washington State. For every 100 babies, 57 will be Asian and 22 will be African. 21 remaining babies will be spread across the balance of the planet. Not only an urbanization shift, but also a shift in aging and wealth. Middle East and South America aging quickly…Africa exploding with young people. BRIC nations will of course be well established economically and China will replace the US as the global economic power. Keep in mind that there will be 28 Mega Cites by 2025…Our largest city (NYC) will be ranked somewhere between 10th and 12th in size.

SEARCH AND RESCUE, HOSTAGE RELIEF, MASS EVACUATION, RECONSTRUCTION, WATER PURFICATION, POWER PRODUCTION, LIFT) -It is important to understand the continuum of operations that the US Army will face in a Mega City. -As a retired Army Signal Colonel, I can attest to the training and logistics requirements that vary from a peaceful to a combat mission. -You often don’t know if you are going to get kissed or shot at. The eeriness of large populations within small arms range and in the vertical make Mega City warfare the most difficult lesson yet to learn. (Green Zone Story) -This isn’t Fallujah or Alleppo….its a city of 10M plus. -I have added a bullet called “other operations as tasked”. In the fluidity of Mega City operations and needs, the last bullet will be the most used. Those deploying to a MegaCity will likely perform missions that were never envisioned, but that by necessity, fall the the Army to accomplish.

First and foremost, if the population does not support you being there, immediately quote Sun Tsu. The civil population will outnumber the military by orders of magnitude and perhaps positive steps with the city government and some psychological operations are needed. MegaCity operations need to be supported with complete supremecy vice superiority of air/surface/subsurface and spectral. (subsurface in this instance can be underground subways and infrastructure) Collateral damage in a dense urban MegaCity can cause significant swings in the opinions of the government and the population. Likewise it is essential to treat the population humanely. This too can cause a disasterous swing in the will of the city. In a MegaCity, key terrain may be a skyscraper, a bridge, a tunnel or a subway line. Fighting in the vertical (above or below ground spells major danger) Continued displacement and replacement of sensors and unmanned systems for C4ISR situational awareness and understanding is essential. (some of this needs to be disposable) -OODA loops are going to have to be extremely fast. With compressed operational areas, shortened timelines, and an abundance of infrastructure, sensor to shooter cycles are extremely short. -Considerations regarding counter technology and the need for micro-services such as weather are a must.

UNIQUE MEGA CITY CONSIDERATIONS SUBTERRANIAN OPERATIONS PERSISTENT, AD HOC AND REMOTE SURVEILLACE/SENSING ACOUSTIC SURVEILLANCE AND SENSING, POST DISASTER SURVIVER FINDING TRAFFIC AND POPULATION MANAGEMENT COMMUNICATIONS AND PSYCHOLOGICAL OPERATIONS VEHICLE, SUBWAY, RAIL, AIR, FERRY AND RIVERINE/LITTORAL SHORE/HARBOR MOVEMENTS. TUNNEL AND BRIDGE SECURITY POWER AND GAS GRID SECURITY WATER SECURITY URBAN NAVIGATION VERTICAL LIFT/DECENT, BARRICADE AND BREACHING SKYSCRAPER OPERATIONS SPECTRUM CONTROL CONSEQUENCE MANAGEMENT OF EMERGENCY SERVICES AND LOGISTICS . Before we look at technology, It is important to frame some of the key considerations in a MegaCity. Subterranean Operations can be a big deal. It is often the shortest distance to an evacuation or the simplist harbor for terror, crime, or other threats. Today 178 major cities have a subway, it is both a threat and an enabler With the world of IoT before us, UAVs everywhere, and several future remote camera and acoustic capabilities in “peel and stick” sensing and being sensed in and out of structures is easy. The Major choking point of any MegaCity is traffic. Consider the dynamic of a dysfunctional traffic grid to operations or MegaCity logistics. The ability to communicate and coordinate is essential. Consider NYC without traffic lights or communications for extended time. The ingress or egress to a MegaCity crosses many modes. The lines of communications and logistics across each of these modes. Tunnel and bridge security goes beyond physical transportation. The need for protection against fire, leakage or breakage, etc. cannot be overemphasized. In addition, most bridges and tunnels are the conduits for water, telecom, power, gas and in some cases sewage. New York City requires 40000 Gigawatts/yr. Providing security for a massive power production architecture in a MegaCity is essential. In addition, most cities have fragile water supplies which are often supplied by an adjoining river, or lake in augmentation with aquifer supplies. Urban navigation and situational awareness has to involve non-GPS systems, indoor navigation and other wireless navigation. Agile vertical lift is central to operations. Not just helicopters and not just UAV quadcopters but current and future jetpack systems, and light lift resources. Finally there is a need for urban command functions that resolve spectrum issues, consequence management and specific expertise as it relates to each MegaCity. The army should consider the establishment of specific MacGuyver squads that are versed in every intimate detail of each MegaCity and also trained in minimum support to its systems.

SUBTERRANEAN MANHATTAN Level 1 3-30 Feet Level 2 30-200 Feet Level 3 This National Geographic model of a vertical slice of the New York City underground highlights three distinct levels of infrastructure activity. With 178 subway systems and countless cities with underground utilities conduits Army needs to devote significant tactics/techniques/procedures to this part of a MegaCity Most public utilities and services are in the first 30 feet under the asphalt. Most subway and metro systems occupy the next layer at depths up to 200 feet. Finally, sewage and other ductable systems of fresh and drain water can be up to 800 feet below the surface. Awareness of Infrastructure Vulnerabilities About 20 major nodes Fiber is redundant, but in the same troughs and conduits, same easesments, same switch relays, same cities. Transoceanic TAT 48 and others congest in four major mostly unprotected hot loops.

You are Here The Internet of Things will introduce immersive sensor environments in MegaCities that will both enable and disable a force. There are 9 major areas where IoT will be implemented.. It should be noted that military operations are a fraction of one mission areas. About 212 billion remote sensor devices are expected by 2020 with a revenue generation potential of 9 trillion dollars. M2 Comm in the United Kingdom offers 1 and 2 way Darwin edge chip sets that integrate with a wireless router. 15000 devices can be serviced by one router/server. Each Darwin chip operates up to 2.5 miles range in unlicensed spectrum. All of this comes in a box.. Any Visa or Master Card will do. This is 2016 Freedom Tower at 1 World Trade Center at last count has 233000 primary sensors and SCADA devices and growing.

The risk of collateral damage and unintended KIAs cannot be overestimated. EMP Marx Generator Guns and other uses of energy, sound, and spectrum are key. (Aurora Aerospace) Technologies exist to now do field characterization of agents and solids, DNA sequencing, and WMD detection and characterization over the cloud. I would venture to say that every soldier will have augmented reality, night vision, and HUD capabilities within the net decade. (graphene contact lenses) Within the form factor of a Xerox Box, LED technology now allows for illumination of up to 43000 lumens off of 400 watts DC. This is adequate light to illuminate a football field. Next week in my government offices, a vendor will be demonstrating at range and through wall detection of human or animal life by measuring respiratory and pulse rate. The prototype was a bread box, the production unit is half the size of a shoe box. I can do non-invasive triage in a quarantine, or keep centralized active vitals in an ICU

Without CONTEXT, it is very difficult to make decisions. Many of those decisions will involve the vetical. -There are countless human support systems, but it is essential to prioritize lift, distribution and type of support against need. The Army also must learn to think simple…. Simple instructions, simple procedures. (El Asnom Algeria 1979) MREs and blankets. -A Megacity may have a footprint of 10s to hundreds of miles. Commanders and planners will need to understand micro-weather conditions at multiple areas which may affect visibility, trafficability, observation, hyperthermic conditions, etc. -The Army need to explore platforms that can transit between air/water/ surface and subsurface. This optimizes force flexibility as well as the ability to stay in persistent contact with a threat or target. 5 and 6 G wireless will present bandwidths to users and platforms at up to 56000 times the capabilities of 4G LTE. Plan accordingly---Information and Intelligence “expectancy” will be instantaneous. We are far from perfect in gunshot and explosive detection technologies. The integration of user devices and IoT will go a long way in modeling and direction finding acoustic and chemical signatures We face threats that still will favor shock and surprise effects of blast over ballistic engagement. Materials such as syntactic foam and graphene, advanced kevlars, synthetic plastics and even hemp are leading the way in armor. Electrospray techniques allow me to manufacture armor that can be reactive or with a Vickers index making it have unique chemical, thermal or resilence effects. -Crowdsourcing and predictive crime models can easily be amended to deal with selected situational understanding for MegaCity Operations. We an all learn from domestic police departments on this area. (Networked Cameras –Project Helios Exelis/Raytheon)
