ITS VIRGINIA MEETING APRIL 19, EXPRESS LANES ITS APPLICATIONS OVERVIEW

ABOUT TRANSURBAN 1 Leader in the development, financing and long-term operations of advanced electronic toll roads In partnership with and VDOT and Fluor to deliver the 495 and 95 Express Lanes in northern Virginia Operating in Australia and the U.S. More than 5 million customers Expertise – Structuring public-private partnerships – Innovative finance – Managed lanes – Sustainability

ITS CASE STUDY: 495 EXPRESS LANES 2

Add capacity to existing roadways and establish the ability to “manage congestion” Provide funding mechanism to enable delivery of transportation improvements Get more use out of existing underutilized HOV facilities Utilize existing right-of-way in order to minimize the impact on the surrounding environment HOT LANES AS A SOLUTION 3 Photo by Charles Cortez

4 PUBLIC-PRIVATE PARTNERSHIP ON 495 EXPRESS: VDOT AND FLUOR-TRANSURBAN Nearly $2 billion transportation improvement project 80-year partnership agreement Approximately $1.5 billion in private equity and debt Key risks transferred to private sector, away from taxpayers State grant and use of innovative federal loan programs Partnership agreement includes key provisions to protect public interest – Revenue sharing – Transparency – Performance requirements

495 EXPRESS LANES OVERVIEW 5 14 miles of high occupancy toll (HOT) Lanes Dynamic system with variable tolls to manage traffic No charge for HOV-3+ and transit Region-wide network connecting transit, employment centers Replacement of more than $260 million of aging infrastructure Substantial community upgrades: pedestrian and bicycle access, sound walls

495 EXPRESS LANES AERIAL VIEW 6

7 ACCESSING THE 495 EXPRESS LANES Dedicated entry and exit points Mainline entrances: north of Dulles Toll Road and north of Springfield Interchange New access points in Tysons and Merrifield Detailed access maps and planning tools on 495ExpressLanes.com 7

8 PROVIDING A PREDICTABLE TRIP Pricing signage in advance of all entrances Toll rates adjust to keep lanes free flowing Toll equipment will identify vehicle’s total trip distance, charging one toll Sensors monitor traffic 24/7 and system adjusts toll prices as necessary All-electronic - no toll booths 8 Pricing signage will show the total price to three destinations

USING THE 495 EXPRESS LANES 9 Rules of the Road: – E-ZPass® Required: There are no toll booths on the Express Lanes – electronic tolling equipment will charge your E-ZPass® account – HOV-3+ Free: Cars with three passengers or more always ride free on the lanes and will need a new switchable E-ZPass® called an E- ZPass ® FlexSM (available summer 2012) – State Trooper Enforcement: Troopers equipped with technology to aid their enforcement

10 ITS FEATURES Safety and Monitoring – CCTV – Automatic Incident Detection – Center to Center communications Tolling – E-Zpass revenue collection – Mobile HOV enforcement Operations – Microwave vehicle detection (data) – Dynamic message signs (public communication)

EXPRESS LANES SAFETY FEATURES 11 Over 80 closed-circuit and automatic incident-detection cameras Private Safety Service Patrol crews to quickly clear incidents Enhanced evacuation routes Real-time traffic information Use of channelizing posts for lane separation

SAFETY: CCTV AND AID CAMERAS 12 CCTV: PTZ Cohu 3960 HD Cameras – Pan-Tilt-Zoom capability AID: Fixed Cohu 3930 HD Cameras – Dual Stream Encoder, HD Video – NTCIP Compliant

SAFETY: VDOT C-2-C COMMUNICATION 13 Direct connection between operations centers to share: –Video feed –Traffic data (speed, volume and occupancy) –DMS display data Express Lanes requirements from Comprehensive Agreement: –Respond to incidents within 60 minutes during peak periods –Detect and classify incidents within 5 minutes of occurrence 95% of the time within areas monitored by the video based AID system –Incident information is to be sent to VDOT within 5 minutes of detection: Location Lanes impacted Vehicles involved Whether there are any injuries Whether hazardous materials are involved The estimated incident duration

TOLLING AND TRAFFIC SUBSYSTEM & INTEGRATION OVERVIEW 14

15 TOLLING: E-ZPASS REQUIREMENTS Mandatory E-ZPass for all vehicles traveling on Express Lanes Technology in gantries will read E- ZPass transponders to pass trip information to the Express Lanes Operations Center Standard E-ZPass can be obtained from any of the 14 existing E-ZPass agencies

16 TOLLING: HOV-3+ TRAVEL HOV-3+ qualifies for toll-free travel Carpools and vanpools will need the new switchable E-ZPass Flex Available through Virginia and Maryland’s E-ZPass offices summer 2012 Works on all other E-ZPass facilities Best defense against violators

17 TOLLING: HOV ENFORCEMENT

OPERATIONS: MICROWAVE VEHICLE DETECTORS 18 Wavetronix SmartSensor HD – Volume, Occupancy & Speed – 85 % speed – Headway – Gap – “Bins” for Vehicle Length, Speed & Direction

OPERATIONS: HOW THE TECHNOLOGY WORKS 19 More than 80 traffic sensors located approximately every 1/3 mile alongside the roadway monitor traffic 24/7 Sensors will send traffic data to the systems at the Express Operations Center From this data, the systems can adjust toll prices as often as every five minutes, based on real-time traffic volumes, to keep the Express Lanes free-flowing More than 45 miles of cable will wire the Beltway to connect these technologies Express Lanes Operations Center

OPERATIONS: DYNAMIC MESSAGE SIGNS 20 Vanguard DMS by Daktronics DMS are a vital part of the ITS since these convey pricing and traveler information to the public Nearly 100% availability and full integration of DMS is a critical operational target

SUMMARY 21 The VDOT-Fluor-Transurban public-private partnership provides a regional HOV transit network and gives the Beltway a valuable congestion relief tool Use of ITS makes the 495 Express Lanes possible The various ITS features must work in concert to achieve overall success – Safety and Monitoring – Tolling – Operations

22 495EXPRESSLANES.COM New website launched January 2012 Provides targeted information to all user groups Tools such as maps, trip planners, FAQs, how to use the lanes, understanding signage and pricing Ability to sign up for alerts and customized information 495ExpressLanes.com
