2 Siemens Traffic Controls Ltd ITSE99/Standards 2 Definition a a definition of “Traffic Management and Control” is: “ The process that enables the efficient movement of traffic using a physical road network.” a depends on the definition of “efficient”: h all traffic moves in a way that minimises overall delay h traffic carrying the most people gets priority a choosing between the two is a matter of policy a definition takes no account of the needs of pedestrians

3 Siemens Traffic Controls Ltd ITSE99/Standards 3 Traffic Management Methodologies a Traffic Management usually applied to two road network types: h urban - in cities and towns h inter-urban - links cities and towns a Rural Areas will include road networks that are either of these two

4 Siemens Traffic Controls Ltd ITSE99/Standards 4 Inter-urban Traffic Management a provides facilities that are “active” or “passive” a “active” facilities include: h lane use management: open/close lanes, change direction h speed management: advisory and/or mandatory h total closure: usually reserved for severe incidents a “passive” facilities include: h journey time information: encourage drivers to use faster routes h routing advice: may cause drivers to use other routes h tolling: may cause drivers to use cheaper routes a devices used include: variable text signs, lane indicators

5 Siemens Traffic Controls Ltd ITSE99/Standards 5 Urban Traffic Management a has been in use for considerable time a both “active” and “passive” facilities available a “active” facilities provide direct control of traffic: h junction control: regulates use of road network h selective road/lane closure and change of use a “passive” facilities provide driver information: h car park occupancy: directs drivers to available spaces h diversionary information: advice about other routes a devices used include: traffic signals, fixed message signs, variable text signs

6 Siemens Traffic Controls Ltd ITSE99/Standards 6 Urban Traffic Management Methodology (1) a available in two types: distributed and centralised a distributed type, e.g. UTOPIA, SCATS h employs “intelligent” traffic signal controllers at junctions h controllers able to take decisions based on “local” situation h some co-ordination between adjacent controllers a centralised type, e.g. SCOOT, TRANSYT h employs “dumb” traffic signal controllers at junctions h controllers can only do what they are told by central system h strong emphasis on co-ordination between adjacent controllers

7 Siemens Traffic Controls Ltd ITSE99/Standards 7 Urban Traffic Management Methodology (2) a other methodologies being introduced or considered: h co-ordinated Public Transport priority h controlled access for selected vehicles h congestion management (gating) h environmental management a incident management now becoming very important: h requires accurate detection of possible incident h variety of strategies must be available h strategies implemented quickly h strategies must be adaptable

9 Siemens Traffic Controls Ltd ITSE99/Standards 9 Possible Areas of Future Research (1) a targets for future research should include: h detection: > how to get more comprehensive information ? > how can satellites detect traffic conditions ? > causes of incidents (road type, geographic are, etc.) ? h strategy implementation: > effects on other road networks and modes ? > urban and inter-urban interface improvements ? > use decision support systems to aid strategy choice ? h use and impact of VMS: > replace words with pictures ? > effects of particular messages ?

10 Siemens Traffic Controls Ltd ITSE99/Standards 10 Possible Areas of Future Research (2) a targets for future research should include: h improving comm’s infrastructure use: > network sharing ? > Ways to reduce cost of use/ownership ? a also need a demonstration of a commercially based system that provides a revenue stream for the dissemination of traffic and travel information: h combines technologies (Internet, GSM, GPS, WAP) h includes such things as floating car data collection h extend traffic information to provide full details of diversions Thank you for listening
