Region 3 Successes: Reducing Toxics with NPEP Partnerships Sharon Pérez-Suárez, PMP, CHMM U.S. EPA Region 3 Implementing EO 13423: Opportunities to Reduce Toxic & Hazardous Chemicals

RCC National Priority Area: Priority and Toxic Chemicals Cut the generation of 31 priority chemicals in waste by 10% by 2008.

National Partnership For Environmental Priorities (NPEP) How to participate: 1. Identify one or more chemicals for reduction. 2. Develop a source reduction/recycling goal and project time line for each chemical selected. 3. Sign Up

Region III NPEP Partners Regional NPEP Priority Chemical Reduction Commitments

Working closely with the States Region III Waste Minimization Implementation Team

Demonstrating Success thru Efficiency Measures pounds of waste reduced/EPA dollar invested 4, gallons of water saved/EPA dollar invested $ saved by company/EPA dollar invested è The Table below provides the cumulative totals for Waste Reduced, Water saved, and Cost Savings for the participating company, and the estimated Cost to EPA. Data Collected from Participants in Region III Site Visit Program.

Region III Waste Minimization Team Support Services è Analysis of Hazardous Waste Reports è Selection of industrial sectors and/or manufacturing facilities and government agencies è WasteMin Site Visits è Source Reduction Strategy Development è Technical Information / Resources è Education / Workshops

J Manufacturer of flexible to semi-rigid PVC and PVC alloy compounds  Overall Process: Sylvin Technologies Inc. Denver, PA (SIC 3087) Materials Blending Pelletizing/ sizing Extruding Packaging  Lead Related Process :  Lead compounds are used as heat stabilizers in PVC processing. Cadmium used as a color additive.

Sylvin Technologies Inc. (cont.)  Accomplishments: 1996: Sylvin eliminated use of cadmium 2000: Management decides to develop a lead reduction plan 2003: Sylvin used 475,657 lb of lead; yearly goals are identified September 2006: Sylvin became LEAD FREE

Region III Waste Minimization Team Support Services è WasteMin Site Visits è Source Reduction Strategy Development è Technical Information / Resources

Material Science Corporation è MSC designated one of their coating systems to use naphthalene-free paint and solvents è From a use of 50,000 lb of naphthalene in 2003 to 29,000 lb by the end of 2004 è P2 assessments resulted in process changes that save the company $65,000 per year

Material Science Corp

Region III Waste Minimization Team Support Services è Education / Workshops

Lead and the RoHS Directive è Restriction of Hazardous Substances (RoHS) Directive for electrical and electronic equipment è Lead (Pb) è Mercury (Mg) è Cadmium (Cd) è Hexavalent chromium (chromium VI or Cr 6+ ) è Polybrominated biphenyls (PBB) è Polybrominated diphenyl ether (PBDE)

Advances in Lead Free Solder

Lead-Free Solder è General Electric – Fanuc è Substituted leaded solder with tin/copper and tin/antimony alloys è Reduction of over 126K lb of lead waste è K & L Microwave è Reduced lead use from 400 lb in 2003 to 91 lb in 2005 è Attained a level below the threshold for lead reporting via TRI Form R Michael L. Parrent, Pollution Prevention Program Manager of Tobyhanna Army Depot è Department of Army – Tobyhanna Army Depot è Substituted leaded solders with lead-free From 245 lb in 2002 to <1 lb in 2007 è Substituting cadmium with aluminum in some plating operations From 350 lb in 2002 to 150 lb in 2009

National Institutes of Health In addition, NIH has developed a decommissioning protocol for hazardous substance assessment and remediation, that can be used during deconstruction activities by federal and state agencies, universities, and other facilities across the country. The waste reduction activities included the removal and recycling of the following: 14,000 mercury-containing fluorescent lamps 2,800 lb of mercury-containing debris and other waste materials 22,000 lb of ballast materials, some of which contained PCBs 5,800 tons of non-hazardous debris, such as concrete and scrap metal For more details of this wonderful effort, I invite you to attend Breakout Session 2.7
