Biomedical Research and Horizon 2020 the role of information Technology Pēteris Zilgalvis, J.D. Head of Unit ICT for Health DG Information Society and Media European Commission

Horizon 2020 …

The Multiannual Financial Framework : Commission’s proposals of 29 June Smart & inclusive growth (€491bn) 2. Sustainable growth, natural resources (€383bn) 3. Security and citizenship (€18.5bn) 4. Global Europe (€70bn) 5. Administration (€62.6bn) Total: € 1,025bn Education, Youth, Sport Connecting Europe Cohesion Competitive Business SMEs Horizon 2020 Key challenge: stabilise the financial and economic system while taking measures to create economic opportunities

What is Horizon 2020 Commission proposal for a 80 billion euro research and innovation funding programme ( ) Part of proposals for next EU budget, complementing Structural Funds, education, etc. A core part of Europe 2020, Innovation Union & European Research Area: – Responding to the economic crisis to invest in future jobs and growth – Addressing peoples’ concerns about their livelihoods, safety and environment. – Strengthening the EU’s global position in research, innovation and technology

What’s new A single programme bringing together three separate programmes/initiatives* Coupling research to innovation - from research to retail, all forms of innovation Focus on societal challenges facing EU society, e.g. health, clean energy and transport Simplified access, for all companies, universities, institutes in all EU countries and beyond. *The 7th research Framework Programme (FP7), innovation aspects of Competitiveness and Innovation Framework Programme (CIP), EU contribution to the European Institute of Innovation and Technology (EIT)

The Commission proposals Regulation of the European Parliament and Council establishing Horizon the Framework Programme for Research and Innovation ( ) Regulation of the European Parliament and Council laying down the rules for the participation and dissemination in Horizon 2020 Council Decision establishing the Specific Programme implementing Horizon 2020 Council Regulation on the research and training programme of the European Atomic Energy Community ( ) complementing Horizon 2020* * ITER is addressed with a proposal for a Council Decision on a supplementary programme (outside the MFF)

1.Excellent science 2.Industrial leadership 3.Societal challenges supported by: - European Institute of Innovation and Technology (EIT) Combining research, innovation & training in Knowledge and Innovation Communities - Joint Research Centre (JRC) Providing a robust, evidence base for EU policies + Euratom (supported by JRC) Basic structure

Horizon 2020 – Objectives and structure Creating Industrial Leadership and Competitive Frameworks  Leadership in enabling and industrial technologies  ICT  Nanotech., Materials, Manuf. and Processing  Biotechnology  Space  Access to risk finance  Innovation in SMEs Excellence in the Science Base  Frontier research (ERC)  Future and Emerging Technologies (FET)  Skills and career development (Marie Curie)  Research infrastructures Shared objectives and principles Common rules, toolkit of funding schemes Europe 2020 priorities European Research Area Simplified access International cooperation Dissemination & knowledge tranfer Tackling Societal Challenges  Health, demographic change and wellbeing  Food security and the bio-based economy  Secure, clean and efficient energy  Smart, green and integrated transport  Supply of raw materials  Resource efficiency and climate action  Inclusive, innovative and secure societies

Excellence in the science base European Research Council Future and emerging technologies (FET-Open, Proactive, Flagships) Skills, training, career development (Marie Curie) Research infrastructures - networking, access, development (including eInfrastructures)

Tackling societal challenges Health, demographic change & wellbeing; Food security, sustainable agriculture & bio- based economy; Secure, clean &efficient energy; Smart, green and integrated transport; Climate action and resource efficiency including raw materials; Inclusive, innovative and secure societies

Industrial leadership and competitive frameworks Leadership in enabling and industrial technologies:  Information and Communication Technologies  Nanotechnologies, advanced materials, advanced manufacturing and processing  Biotechnology  Space Innovation in SMEs Access to risk finance Grant to the European Institute for Innovation and Technology (EIT) Direct actions of the Joint Research Center

Enabling and industrial technologies Strategic, technology focused approach  With potential applications in many sectors/ challenges Differentiated from:  Societal challenges: demand led, combining different technologies/ solutions  European Research Council: Bottom up

Integration of existing programmes The 7 th Framework Programme (FP7) for research, technological development and demonstration Innovation elements from Competitiveness and Innovation Framework Programme (CIP)  Non-innovation elements to be included in a new “Competitiveness and SMEs” programme EU funding for European Institute for Innovation and Technology (EIT) Strengthening complementarities with the Structural Funds

Key common features Clear set of objectives based on Europe 2020 and Innovation Union Integrating research and innovation in a seamless programme Focus on overall policy priorities – using a challenge based approach Programme structured by objectives Common toolkit of funding schemes

Simplification Single set of rules for eligibility, accounting, reporting, auditing Simplified cost-reimbursement approach Broader acceptance of usual accounting practice, greater use of lump sums and flat rates Shorter negotiation and selection phases Unique IT portal, common support structures, guidance External management: learning from experience with executive agencies, public private partnerships, public to public partnerships, financial instruments

…ETC EU Financial Regulation SINGLE SET OF RULES for Horizon 2020 Covering all research programmes and funding bodies (art. 185 initiatives, art. 187 initiatives, CIP, EIT)… …but flexible to accommodate specificities where needed. In accordance to the new Financial Regulation and its Delegated Act. Coherent with the rules of the other EU programmes. Also applicable to Euratom. A SINGLE SET OF RULES: the overarching principle

Maximum reimbursement rates Research and technological development activities (*) Demonstration activities Other activities Network of excellence 50% 75% (**) 100% Collaborative project(****) 50% 75% (**) 50%100% Coordination and support action 100% (***) (*) Research and technological development includes scientific coordination. (**) For beneficiaries that are non-profit public bodies, secondary and higher education establishments, research organisations and SMEs (***) The reimbursement of indirect eligible costs, in the case of coordination and support actions, may reach a maximum 7% of the direct eligible costs, excluding the direct eligible costs for subcontracting and the costs of resources made available by third parties which are not used on the premises of the beneficiary. (****) Including research for the benefit of specific groups (in particular SMEs) One project = One rate  Same rate for all beneficiaries and all activities in the grant  The applicable rate will be defined in the Work Programme SINGLE FUNDING RATE  Up to 100 % of the eligible costs  but limited to a maximum of 70 % for projects “close to market”

COST REIMBURSEMENT  INDIRECT COSTS Model for indirect costs: 20 % flat-rate Calculated on the direct eligible costs, excluding subcontracting and costs of resources made available by third parties which are not used on the premises of the beneficiary; as well as financial support to third parties. Aiming at simplifying the financial rules and reducing the recurrent errors in the calculation of indirect costs, frequently leading also to liquidated damages and extrapolation. 20% ? 60% ? Real ? Simplified? 20 % flat-rate  VAT: The Financial Regulation will directly apply. A priory, non-recoverable VAT would become eligible.

Next steps Negotiations on EU budget Commission proposals for Horizon 2020: November 30 FP Work Programmes, to bridge towards Horizon 2020 Legislative decisions on Horizon 2020 by the Council and European Parliament ( ) Horizon 2020 (from 2014)
