Backflow Installation Public Meeting October 20, 2010

An actual or potential connection between a potable (drinking) water supply and any non-potable substance or source of water. Cross-Connection 2

85 psi0 psi Backflow – the undesirable reversal of flow of water or other substances into the drinking water main. Properly operating backflow prevention devices prevent this from happening. Backflow – From Customer to Water Main

Fire and Explosion in Connecticut Hundreds of people were evacuated from their homes and businesses in Connecticut as a result of propane entering the city water supply system.

Automatic sprinkler systems make watering lawns and gardens easier and save time. But, irrigation water that may be contaminated by weed killers, pesticides or fertilizers can be back siphoned into your drinking water. Irrigation systems not protected by backflow prevention devices could endanger the health of a household, neighborhood or possibly community.

Mandatory Requirements Safe Drinking Water Act passed by Congress in 1974 to protect public health by regulating the nation’s public drinking water supply. Florida DEP, Florida Administrative Code Sarasota County Department of Health responsible for enforcement of the FDEP, FAC in North Port and requires a Cross Connection Control Program that includes annual testing of backflows

Auxiliary Water Supply An auxiliary water supply is defined as any water supply on or available to the premises other than the public water system and includes water from the public water system if the water is stored and then redistributed.

Why Are Backflow Preventers Needed? Wherever an auxiliary source of water exists on or next to a property, like a well, irrigation system, pond, canal or swimming pool, the possibility of cross- connection and contamination could occur. To avoid possible contamination, backflow preventers, near the City’s water meter, are needed.

Commission Directed – Installation Opt-in Program for Residential Properties Utilities contracted with plumbers for installation of backflow devices. Customer will have option to use contracted plumber and place charge on utilities bill, OR use their own plumber. Installation Opt-in fees: –Option 1 - $ $5.00 Administration fee on next Utility bill to be paid in full –Option 2 - $ $5.00 Administration fee split over 24 months on Utility bill = $12.71 per month

IMPORTANT NOTICE! Any water service line issues are not included in the opt-in charges and are not part of the program. They are the full responsibility of the property owner and must be paid directly to their plumber of choice.

Summary Public Water Supply will be protected. Potential cost savings to customers who participate in Utility Opt-in Program.
