Developed by MDB, Inc. OSHA’s National Emergency Management Plan Effective December 18, 2003 Clarifies procedures and policy for OSHA’s National Office and Regional Offices during responses to nationally significant incidents. Provides for coordination of technical assistance and consultation for emergency response and recovery worker health and safety.

Developed by MDB, Inc. Disaster Site Worker Training Program Based on lessons learned at the WTC disaster, the need was clear for the development of a training program for Disaster Site Workers who provide skilled support services (e.g. utility or heavy equipment operators) in response to natural and man-made disasters. Developed jointly with NIEHS Courses –OSHA Construction Outreach (10 hrs) –Disaster Site Worker (16 hrs) –HAZWOPER (40 hrs) –Train-the-Trainer Course

Developed by MDB, Inc. “First Receivers” Guidance Document “First Receivers” refers to hospital personnel who receive contaminated patients, particularly during a mass casualty event. Guidance document on personal protective equipment (PPE) and mass casualty emergency management.

Developed by MDB, Inc. The NIEHS has conducted health and safety training programs since 1987 to meet OSHA requirements under 29 CFR , Hazardous Waste Operations & Emergency Response (HAZWOPER). Focus - provide awards to organizations to develop model worker safety and health training programs for workers engaged in activities related to hazardous waste removal or containment or chemical emergency response 17 non-profit organizations at 80 universities, labor-based safety programs and other institutions. 1 million workers trained over the past fourteen years, accounting for over 14 million contact hours of actual training. NIEHS Worker Education and Training Program (WETP) NIEHS

Developed by MDB, Inc. Scoping of Emerging Training Needs for During the coming fiscal year, NIEHS will be conducting a re-competition of its entire Worker Education & Training Program for another competitive segment to make new five year cooperative agreement awards. As a part of this process, NIEHS will be examining the emerging training needs for hazardous waste and chemical emergency responders in a wide variety of industry sectors, workplaces, state and local government response agencies and the various components of the environmental remediation process. NIEHS

Developed by MDB, Inc. Scoping of Emerging Training Needs for Since September 11, 2001, requests for training curricula, hands-on classes, technical information and crisis intervention have presented serious new challenges for the program's response capacity. NIEHS will continue to explore partnerships new agencies like the Department of Homeland Security (DHS), as well as strengthen its existing long-term relationships with EPA, OSHA, and ATSDR and NIOSH in CDC. Input through ESF #10 during the RFA scoping process would help to identify training needs and interagency opportunities for cooperation and partnership. NIEHS

Developed by MDB, Inc. NIEHS Training Priorities from Congress 1.Training for a nation-wide cadre of environmental response workers 2.National registry of trained skilled construction personnel in relevant crafts 3.Rescue training for workers who participate but are not emergency personnel 4.Hazardous waste refresher course modules for ER and cleanup 5.Training for workers who clean up buildings contaminated with biohazards, e.g. anthrax NIEHS

Developed by MDB, Inc. Academic Centers for Public Health Preparedness The Academic Centers for Public Health Preparedness (A-CPHP) program intends to serve as an integrated national system that provides a continuum of accessible learning opportunities for frontline workers throughout their careers (according to its creators). However, not yet a functioning network, let alone a system.

Developed by MDB, Inc. Academic Centers for Public Health Preparedness (continued) CDC funds administered by the Association of Schools of Public Health (ASPH) Since their inception in 2000, have grown from 7 to 22 Centers, involving 23 Schools of Public Health Base funding for each Center is approximately $1 million per year
