Shared performance measurement and evaluation: The Strategic Welfare Reform Partnership in Argyll and Bute

Strategic Welfare Reform Group Key Partners: Argyll and Bute Council (Revenues and Benefits Section, Welfare Rights, Housing and Homelessness, Money Advice, Adult Learning) DWP, JC+ 4 RSLs and Crisis Intervention Project Housing Support (3 rd sector) and more …

Strengths and achievements Key achievements to support people on a variety of benefits through Welfare Reforms: ‘Baseline’ research and data shared Significant impacts on claimants Web-based referral system used by all key partners Ongoing reports shared from workers on the ground New ‘projects with all key partners contributing to planning Joint decisions re spend of funding

HOW? 1.Leadership 2.Shared values 3.Shared objectives and mutual support

BUT …. Individual projects are currently being formally and rigorously monitored and evaluated, and This process has already led to jointly agreed improvements in the model for the claimant journey … Is this enough???

Do we need to evaluate the work of the partnership as a whole? If yes, is the new HGILDC framework the tool to use? How would we measure its performance? What should we do now?
