Who we are? EDF is an umbrella organisation with full members in 27 EU countries, Norway, Iceland & 43 European organisations from all main disabilities and chronic illnesses Persons with disabilities & families organised in national and European federations as leaders Bringing the unified voice of disabled people in Europe Fighting for equal opportunities & human rights across the EU agenda Making sure that no decisions affecting disabled people are taken without them

UN Convention and disability No, it does not establish new rights Yes, it recognises that persons with disabilities “continue to face barriers in their participation as equal members of society and violations of their human rights ” UN Convention on the rights of Persons with Disabilities

The CoE Disability Action Plan practical tool for the implementation of the rights enshrined in the CRPD in line with the UN Convention provides: detailed, Euro-specific suggestions for action translated into 12 European languages

The CoE Disability Action Plan unique in Europe as negotiated and agreed by member States, with the involvement of disabled people’s organizations commits Member States to take action looks at the perspective of the most vulnerable, invisible and stigmatized groups

The CoE Disability Action Plan Need to establish key milestones for its implementation Organizations of disabled people must be closely involved at national level in deciding actions contributing to the implementation of the plan and its review
