API Spec 6A: ASME Section V And Section IX Reference Editions Tim Haeberle API SC Summer Meeting

2 History In 2009, the Design TG identified a need to use the 2004 Ed of ASME Section VIII, Div 1 & Div 2 for API 6A, API 16A, & API 16C, rather than the 2007 Ed. ASME Section VIII 2007 permitted higher stress, but required Charpy V-notch values that were deemed to be too high for the 75 K and 80 K steels. The recommendation from the Design TG was to use the 2004 Edition for all of the referenced ASME Sections, rather than “cafeteria shop” and use the design rules, but not the material quality control. However, this creates a problem for weld facilities and equipment manufacturers that, for the sake of compliance with the ASME B&PVC, need to qualify new weld procedures in accordance with the current edition of ASME Section IX. The ASME B&PVC 2010 Edition with the 2011 Addenda is the current edition.

3 History Additionally, this creates a problem for raw material suppliers and equipment manufacturers that, for the sake of compliance with the ASME B&PVC, are working to the current edition of ASME Section V. Raw material suppliers and equipment manufacturers are working to standards other than API Spec 6A that require compliance with the latest edition. The Design Task Group also noted in it’s minutes from the 18 June 2009 meeting: “At some point there should be a rewrite of the design sections of the standards to incorporate the methods of the 2004 Code, eliminating the problem of referencing an obsolete standard. One possibility would be a separate API Standard that could be referenced by each of the equipment specifications.” This has not happened.

For undated references, the latest edition of the referenced document (including any amendments) applies.” This is not a problem

Only Section VIII should be a dated reference!

6 Proposal: Revise API Spec 6A Twentieth Edition and ISO 10423:2009 to change all references to the ASME Boiler and Pressure Vessel Code Section V to an undated reference. Revise API Spec 6A Twentieth Edition and ISO 10423:2009 to change all references to the ASME Boiler and Pressure Vessel Code Section IX to an undated reference. Leave the references to the ASME Boiler and Pressure Vessel Code Section VIII as a dated reference that specifies the 2004 Edition with 2005 and 2006 addenda. The Solution

7 Justification: The use of the obsolete edition of ASME Section V for NDE creates a problem for raw material suppliers and equipment manufacturers that, for the sake of compliance with the ASME B&PVC, are working to the current edition of ASME Section V. Additionally, the use of the obsolete edition of ASME Section IX for welding creates a problem for weld facilities & equipment manufacturers that, for the sake of compliance with the ASME B&PVC, qualify new weld procedures in accordance with the current edition of ASME Section IX. In many cases, the facilities performing NDE and welding on API 6A equipment are also working to other national and international standards that are up to date and require compliance with the latest editions of ASME Section V and Section IX. 8 Additional Work – Concurrent With Ballot Review changes to ASME Section V and Section IX from 2007 through 2010 Editions If changes have occurred which would negate current company NDE specifications or ongoing weld procedure qualification attempts, work with API staff to establish an effective date for this change 6 months after the publication of the revision.

12 The Problem Current Wording: “6.2 Non-pressure-containing weldments other than weld overlays — PSL 1 to PSL 3 The following apply: a) welding procedure/performance: Welding procedures and performance qualifications shall be in accordance with ASME BPVC:2004, Section IX, Articles II and III with 2005 and 2006 addenda.” All of the references to Section IX use the obsolete 2004 Edition, with the obsolete 2005 and 2006 addenda.

The WPS shall describe all the essential, nonessential and supplementary essential (if required; see ASME, BPVC:2004, Section IX) variables.” The PQR shall record all essential and supplementary essential (if required) variables of the weld procedure used for the qualification test(s). Both the WPS and the PQR shall be maintained as records in accordance with the requirements of 7.5.”

15 The Problem Current Wording: “ Welder performance qualification The following apply: a) testing requirements: Welders and welding operators shall be qualified in accordance with ASME, BPVC:2004, Section IX, Article III. b) records: Records of welder performance qualification (WPQ) tests shall be in accordance with ASME, BPVC:2004, Section IX.”

16 The Problem Current Wording: “ Welding procedure qualification The following apply: a) base metal groupings: Each base material that is not listed in an ASME, BPVC:2004, Section IX, P-number or S-number grouping shall be specifically qualified by the manufacturer.”

17 The Problem Current Wording: “ Welding procedure/performance qualification Qualification shall be in accordance with ASME, BPVC:2004, Section IX, Articles II and III, for weld overlay. The following apply: a) chemical analysis: Chemical analysis shall be performed on the weld metal in accordance with the requirements of ASME, BPVC:2004, Section IX, at a location 3 mm (0,125 in) or less from the original base-metal surface. The chemical composition of the deposited weld metal at that location shall be as specified by the manufacturer.”
