EU accelerator contributions to the IDS … R. Garoby ISS meeting RAL 28/04/2006

European context Strategy Group Remit At a meeting in Zeuthen-Berlin from 2-5/6 May 2006, the Strategy Group shall produce a Draft Strategy Document (DSD) addressing the main lines of Particle Physics in Europe, accelerator-based and non-accelerator based, including R&D for novel accelerator and detector technologies. Representatives of the Observer States, and the chairmen of FALC, ApPEC and NuPECC will be invited to attend the meeting as observers. The DSD shall comprise a series of ordered and concise statements, of 1-2 pages, followed by presentations and discussions of the initiatives not exceeding 25 pages. The SG shall submit the DSD to the CERN Council for discussion and unanimous approval at a special meeting in July 

CERN context Priorities (freely edited from POFPA…) We consider experimentation at the high-energy frontier to be the top priority in choosing a strategy for upgrading CERN's proton accelerator complex This experimentation includes the upgrade to optimize the useful LHC luminosity integrated over the lifetime of the accelerator, a project we term the SLHC, and a possible future energy increase of the LHC, a project we term the DLHC The absolute and relative priorities of these options will depend, in particular, on results from initial LHC running. Linear Collider… We consider that providing Europe with a forefront neutrino oscillation facility is the next priority for CERN’s proton accelerator complex Its principal physics objective would be to observe CP or T violation in the lepton sector. The most cost-effective way to do this – either a combination of superbeam and β-beam or a neutrino factory using stored muons – will depend on physics and technical developments Efforts should be made to engineer the proton accelerator complex so as to accommodate optimally these two programmes (LHC upgrades and neutrinos).

Possible actions (from PAF…)  Consolidation  Linac4 & PSB: construction of Linac4 and modification of the PSB  PS2: design and construction of a successor of the PS (50 GeV)  Other injectors improvements - distinction between 3 stages:  Basic improvements to maximize reliability  R & D to prepare for ultimate luminosity and beyond  Implementation of upgrade for ultimate luminosity and up to cm -2 s -1 (12.5 ns bunch spacing with new RF system at 160/240 MHz in SPS).  LHC consolidation and upgrade – distinction between 3 stages:  Basic improvements to reliably operate up to and beyond nominal luminosity in the LHC  R & D to prepare for ultimate luminosity and beyond  Implementation of upgrade for ultimate luminosity and up to cm -2 s -1 (12.5 ns spacing, bunch shortening with 1.2 GHz RF,  * = 0.25 m with Nb3Sn quads, …)  PS2+ / SPS+: R & D for fast cycling superconducting magnet (synergy with FAIR)  Future facility: R & D for a future facility (mostly oriented towards factory):  sc magnets for  and H+ storage rings, RF power devices and sc cavity development for  acceleration, target and target areas, beam dynamics studies,  New LHC dipole: R & D towards 20 – 25 Tesla dipoles… CERN context 

Personal comments (about CERN) CERN resources are certainly marginal at least until 2011: Material budget:end of the tunnel ? Manpower resources: saturated until the end of LHC construction / planned to continue decreasing until 2010 …  Significant involvement in R & D for a neutrino facility can only be based on additional resources. Financing through FP7 is probably a must. The position taken in the “Draft Strategy Document” from the Strategy Group will be crucial for getting EU support. The outcome of the special meeting of the CERN Council in July will give the tune.

Planning & resources (optimistic view) Structure & plan Concept. Design Technical Design Construction Resources FP7 submissions FP7 financing Decision on next projects European Strategy

: “Structure & plan” Define subjects (list & prioritize) Understand EU instruments (DS, CNI, I3)… Search for synergies inside & outside (activities, projects and laboratories) Determine how to use the EU instruments  DS, CNI, I3  Role of neutrino facility goals (leading / partner)  Role of participants Prepare / negotiate / submit proposals
