4 DEFINITION A GAP ANALYSIS is a process used to assess your current/present state to that of your desired future state. an internal evaluation to identify performance deficiencies; and targeted towards fine tuning one process. -A Gap Analysis is a process used to Assess, Review or evaluate your current/present state to that of your desired or future state. -Internal evaluation or assessment to identify performance deficiencies or insufficiency/scarcity. -Targeted towards Fine tuning or one process.

5 PURPOSES of GAP Analysis
Identify gaps between your current delivery of police services and the desired standard (PNP P.A.T.R.O.L. PLAN – highly capable, effective and credible police service) Collect policies, procedures, programs, metrics, and personnel that support the current systems Establish a list of actions to achieve conformance with the standard (PNP P.A.T.R.O.L. PLAN) -The Purpose of a gap analysis is to identify gaps between your current/present delivery of police services (Traditional) and the desired/future standard which is (PNP PATROL Plan-highly capable, effective and credible police service) hopefully… -Collect policies, procedures, programs, metrics, and personnel that support the current/present systems.

Analysts must be familiar with current/present organizational structure, management systems, processes and procedures in the delivery of police services Complete data collection Prepare a summary report with recommendations to close the identified gaps

STAFF INTERVIEWS Identify organizational structure Identify requirements to fulfill mission Determine awareness of staff of PNP PATROL PLAN Awareness of existing/current programs and goals -We should also have the Staff Interviews to identify organizational structure, formation or composition. So we need to interview the workforce. -To Identify the organizational conditions or requirements to fulfill the mission of the PNP. -To determine awareness of the workforce of PPP. -The workforce must have awareness of the existing / current programs and goals of the organization.

A less capable, effective and credible city police office. Depleted personnel based on ideal 1:500 police to population ratio . Multi-tasking of personnel. Insufficient financial and logistical (communication facilities, equipment and mobilization ) resources. Limited number of personnel with specialized training (ICT, Intelligence, SAR, ISO). Some BCPO personnel unable to adapt and adjust to organizational change. Reduced crime incidents and insurgency. Reduced proliferation of loose firearms. Butuan City free of Illegal Drugs, Illegal Gambling, Illegal Logging, Illegal Mining. A HIGHLY CAPABLE, EFFECTIVE AND CREDIBLE CITY POLICE OFFICE. A SAFER BUTUAN CITY TO LIVE, WORK AND DO BUSINESS. STRATEGIES Full implementation of PNP PATROL PLAN 2030 to effect organizational transformation. Further strengthen relationship with the LGUs, Media, NGOs, LEAs and other Stakeholders in support of anti-criminality and anti-insurgency campaign Generate Financial and Logistical (communication facilities, equipment and mobilization) resources thru the support of LGUs and other stakeholders. Intensify Police Operations on criminality & insurgency in partnership with LGUs, Media, NGOs, LEAs, Force Multipliers (BPATs, BINs) and other Stakeholders. Improve relationship with the community through the conduct of PCR, information operation advocacy, utilization of ICT and social media to gain their trust, respect and cooperation. Enhance personnel competency through the conduct of Continuous Police education to promote PNP PATROL PLAN 2030 and conduct of specialized training (ISO, SAR, ICT) in partnership with other LGUs, LEAs and other stakeholders. - The present state are as shown… - And the desired state are the following… However, we were able to identify GAPS and in order to achieve the desired state, these are our Strategies and Initiatives.
