1 ELECTION DAY VOTER CHECK-IN STATION

2 WHAT IS REQUIRED TO VOTE? 1.Voters must state their name and address. (and party if it is a primary) 2.Only the voter can sign their voting forms.  Voters unable to sign their name can make a mark.  No one can sign the form for the voter. 3.An acceptable Photo ID is required to cast a regular ballot in person. Must be one of the 6 types meets expiration requirements the photo depicts the voter the name is the same or similar to the voters record 4.Voter must be 18 years of age before the General Election 17 year olds may vote in a Primary Election OTHER VOTING INFORMATION 1.Voters must register 25 days before an election or they may register during One-Stop. 2.If an ID number wasn’t provided when the voter registered, a HAVA ID will be required before voting the first time. 3.If voting early, a voter may vote at any of the one stop sites in the county. If voting on Election Day, the voter will vote at the registered precinct based on the voter’s address.

5 PHOTO ID MATERIALS The Check-in Station will follow the Station Guide to check in voters, review Photo ID’s, and when to complete Help referral forms.

6 1.Obtain Voter Check in folder from forms notebook, and supplies from the supply bag. 2.Post signs and organize supplies. 3.Review Forms. 4.Setup laptop and printer using the procedures check list or the flip book in the folder. 5.Check the cell phone by completing an outgoing and incoming call. 7 FORMS PROVIDED IN STATION FOLDER Voters in Line at Close Record voters who are waiting in line to vote at the designed time the polls close (will be allowed to vote). Deceased Voter Available for a near relative of a deceased voter.

Section B: Updates to the voter’s name and/or address prints here.  Voter signs Section B, as well as A, if a change is made. Section C: Election Day Transfer information prints here  Precinct Official signs after confirming the voter has not voted at their old precinct. 10 How to Check a Photo ID 1.Is the type of ID acceptable? Is it one of the 6 types? Is it expired?  NC license and ID cards can be expired up to 4 years OR  If voter is 70+, the Photo ID can be expired if it was valid when they turned 70 2.Reasonable resemblance? Does the ID depict the voter standing in front of you? AND Is the name listed on the ID the same or similar to the name on the voters record? William B. Smith  Will SmithAnn C. Smith Carol Jones (middle name) If Reasonable Resemblance cannot be determined at Voter Check-in, the Judges and the Chief Judge will review the Photo ID, and sign the Help referral form. 1 & 2 must be satisfied in order to be issued a regular ballot.

11 HAVA ID An ID number is required when registering to vote; that could be one of the following: NC drivers license number NC non operators number Date of Birth and last four of social security number If an ID number was not provided, the voters record in the computer will indicate they need to provide an acceptable ID document before voting the first time. If the voter has presented an acceptable Photo ID then the HAVA ID requirements have been met.

12 Processing Voters 1.Ask the voter for their photo ID and verify for acceptable type. 2.Have the voter to state his or her name. 3.Locate the voter in the computer.  If you can’t find the voter’s name, ask questions such as if the voter had a name change, when the voter registered, etc. Try a search by date of birth. If the voter cannot be found complete a Help Referral form and send the voter to the Help station. 4.Ask the voter’s residential & mailing addresses, and party in Primary elections.  Have the voter confirm their date of birth if needed. VERIFY the name, address, and party of the selected voter are a match. 5.Verify the Photo ID resemblance the voter and meets expiration requirements.  If the ID is not acceptable, photo doesn’t match, or name is not similar, or the voter doesn’t have a Photo ID, you will print a Help Referral form for this voter and send them to the Help station. 6.Issue the ATV form to the voter. The voter must confirm the information is correct by signing. 7.Complete the process by initialing in Section A of the ATV form. This voter can be sent to the Ballot station.

20 3. The right side of the panel will have indicators. These indicators will let you know if the voter is eligible to vote in this election, needs to update their information, or must provide ID before they can vote. 2. 21 The indicator(s) that appear on the right side will indicate one or more of the following: No Ballot Red exclamation triangle icon displays indicating the selected registrant has no ballot for the election. No Ballot Style Can Vote Green checkmark icon displays indicating the selected registrant is eligible to vote in the OVRD precinct. Green check mark Cannot Vote Displays in OVRD mode when a voter is not registered in the precinct in which they have appeared to vote. Black and red “no” icon displays. Not In Precinct Cannot Vote Displays in OVRD mode when a voter presents themselves at a precinct to vote when they have been transferred to another precinct. Black and red “no” icon displays. Transferred to [Precinct Name] Precinct Cannot Vote Displays in OVRD mode when a voter presents themselves at a precinct to vote when they have an absentee record associated with their Last Name. Black and red “no” icon displays. Flagged as Voted Absentee Cannot Vote Displays in OVRD mode when a voter presents themselves at a precinct to vote when they have previously voted. 23 1.Obtain voters photo ID. 2.Ask voter to state their first and last name. Enter it into the Search Criteria fields and click SEARCH. 3.Ask the voter to state their address and party. 4.Select the voter from the list and review the information panel for eligibility. 5.Verify the voters Photo ID for resemblance and expiration. 25 If the voter was flagged as ID required, the Proof of ID pop-up shown below will appear. You must select type of ID the voter presented before the ATV form will print. HAVA ID Required Voters

26 Hands on… Search an Unaffiliated voter and select the party.

27 If the voter is registered Unaffiliated and the election is a primary, the Party Required pop-up will appear (below). If the voter has not already stated, Ask them which party’s ballot they would like to receive and select it from the list. The ATV form will then print. Unaffiliated Party Voters (Primary Elections Only)

28 Hands on… Search a DEM voter in correct precinct. They are disputing their registered party and should be REP. Print Help referral.

29 PRINTING A HELP REFERRAL FORM If a voter has an issue with their registration with their photo ID that you cannot resolve, complete a Help Referral form for that voter and send them to the Help station. 1.Search and locate the voters record, then click the Print Referral button. You will have 2 options- print referral for selected voter or print blank form.

30 COMPLETING THE REFERRAL FORM Once the form prints: Complete the reason the voter has been sent to help and the type of ID provided. ONLY If the issue was due to no resemblance to the photo ID, complete the bottom section also.

31 The UPDATE VOTER button will be used if a voter:  is listed as inactive  has had a name change  has moved  mailing address has changed *Inactive voters must update/confirm their mailing address or residential address before voting. Updating Voter Information

32 Hands on… Search an inactive voter. Confirm their information is correct with no changes needed. Print ATV

33 INACTIVE VOTERS 1.Search the voters name. 2.Select the voter from the list. *verify you have selected the correct person. 3.Click the Update Voter button.

34 4.Verify the voters Residential and mailing address listed are correct, and make any necessary changes. 5.When finished, verify the voters Photo ID and click the Review button (or Print Referral if issue). INACTIVE VOTERS

35 6.Verbally confirm with the voter the changes made are correct before clicking VOTE button.  If an error was made, use the Back button to correct the problem or click Cancel to stop the update process completely. CLICKING THE VOTE BUTTON FINALIZES THE PROCESS. YOU CANNOT GO BACK AND MAKE ANY CHANGES AFTER THIS POINT. INACTIVE VOTERS

36 Hands on… Search a regular voter but they present a State employees credit union card for Photo ID. Print Help referral, for No Acceptable ID.

38 LOCATE THE ADDRESS CHANGE TAB IN YOUR FLIP BOOK

39 Hands on… Out of Precinct voter has moved into PCT #2. Use a PCT 2 address from list.

40 UPDATING A VOTER’S ADDRESS 1.Ask for the voter’s Photo ID. 2.Search the voters name and select the voter from the list. *verify you have selected the correct person. 3.Ask the voter to state their address and party and verify. 4.Review the Photo ID for resemblance and expiration requirements. 5.Click the Update Voter button.

41 4.Click the red eraser button first to clear the entire field, then begin entering new information. 5.When finished, click the Review button. *Red eraser button UPDATE A VOTER’S ADDRESS continued…

42 6.If the voter’s new address is in your precinct, and there are no errors, the following screen will appear. 7.Verify with the voter the information you entered is correct and click VOTE to print the ATV form.  If an error was made, use the Back button to correct the problem or click Cancel to stop the update process completely. The computer will verify if the new address you entered is in your precinct or not. UPDATE A VOTER’S ADDRESS continued…

43 8.Review sections B & C of the ATV form.  If only Section B was completed the voter did not change precincts. Have the voter sign in sections A & B. and send the voter to the Ballot station.  If Section C was completed, call the old precinct to ensure the voter has not already voted. If NO, tell the official to flag the voter as a transfer. Have the voter sign in sections A & B. The official will sign in section C & A. If yes, cancel the ATV form by writing cancel at the top and placing the form in the cancelled ATV folder. This voter may only vote provisionally. CANCEL UPDATE A VOTER’S ADDRESS continued…

44 Hands on… Voter has moved within PCT #2. Use a PCT voter and a PCT 2 address from list.

45 Hands on… A voter has moved out of precinct and doesn’t have time to go to correct precinct. Make address change but do NOT transfer. Help referral form.

46 REPRINTING AN APPLICATION OVRD will notify you when a voter’s new address is in a different precinct. The voter can be transferred or vote provisionally. If the voter indicates they would like to be transferred, click Yes. TRANSFERRING A VOTER To begin the transfer process click the Transfer button. The Jurisdiction list will indicate the precinct the voter will be transferred to.

47 Hands on… Voter has moved to another precinct. Complete a transfer out.

48 REPRINTING AN APPLICATION OVRD will print a transfer form instead of an ATV form. The precinct official signs the transfer form and sends it with the voter to their new precinct. At the new precinct, the voter will receive their ATV form and the correct ballot. TRANSFERRING A VOTER

49 Hands on… Search voter in wrong precinct and move them to 24668 Helms Rd. Albemarle. Use Sample ballot to send them to Endy precinct.

50 Address Change Messages Obtain a sample ballot and direct this voter to the new (updated) precinct. *You may offer them a provisional ballot if they wish to vote with you.

51 Hands on… Another Precinct is calling you about a voter.

52 How to Flag a Transfer voter A precinct may call to verify a voter has not voted in your precinct. 1.Search the voters name 2.Select the voter from the list. 3.Verify they have not already voted. 4.Click the Flag as Transfer button at the top of the screen. 5.Ask the official on the phone what polling place the voter will be voting at and select it from the list.

53 Other Address Change Messages Lastly, if the address entered is not valid the following geocode message may appear. If you receive a geocode error message, ask yourself these questions: Did you clear ALL the address fields before entering the new address? Did you type/spell the new address correctly? Did you separate the street type from the street name? If you still cannot resolve the issue the voter may be offered a provisional ballot. You may also call the Elections office to try and resolve the address issue.

54 Hands on… A voter comes in with a Transfer form.

55 Transfers If a voter arrives at your precinct with a Transfer form, you will need to complete the following tasks in order to issue an ATV form to the voter. 1.Ask for the voter’s Photo ID and verify acceptable type. 2.Search the voter’s name and locate them in the potential voters list. 3.Verify you have selected the correct voter by confirming with the old information listed on the Transfer form. 4.Click Update Voter button and make the address change listed on the transfer form. 5.Click Review and verify the information you entered with the voter. 6.Review the voter’s Photo ID for resemblance and expiration requirements. 7.Click Vote to issue the ATV form to the voter. 8.Section A, B, & C will be completed on the voters ATV form. 9.The voter will sign in sections A & B, and the official will initial in Sections A & C.

56 REPRINTING AN APPLICATION 1.Enter the voters name again. 2.Select the voter from the list 3.Click the ‘REPRINT’ button. REPRINTING A FORM

57 USING THE NON-VOTING SYSTEMS INCIDENT REPORT FORM When a voter declines to be sent to the Help Station, the Voter Check in station will need to complete an incident report with the voters information and the issue that occurred. BLANK INCIDENT REPORTS WILL BE FOUND IN THE FORMS NOTEBOOK AND ARE AVAILABLE FOR ALL STATIONS TO USE WHEN THERE IS A VOTER ISSUE.

58 VOTE Once the VOTE button has been selected it cannot be cancelled. Make sure you have: selected the correct voter their information is correct VOTE before clicking the VOTE button. IF AN ERROR IS MADE, contact the Board of Elections office so the error can be corrected. CANCELING A VOTE

59 Call the Board of Elections Equipment Line. Do NOT try to resolve the issue on your own. Only if instructed by the Board of Elections, use the Emergency Notebook provided in the black supply bag. EQUIPMENT MALFUNCTION

60 CREATING REPORTS Select the Tools tab. The OVRD Transaction Statistics and Voter Detail Report This statistics report will be printed at the end of the day. You will be notified by the Chief Judge if you will have observers/runners in your precinct. If so you will export a voter detail list onto a BOE supplied thumb drive at 10AM, 2PM, and 4PM.

61 Hands on… An APPROVED observer has come in to your precinct at 10 am.

62 1.Insert the USB thumb drive. Select the Voter Detail report 2.Select the export option (1 st icon). 3.Select the thumb drive labeled VoterDetail. 4.Change the file name to the time and party the list is being created for (example: 10AM Republican). 5.Change the file type to PDF and click SAVE. 63 CLOSING USE YOUR CHECK LIST Complete and sign the Voters in Line Form. Print Statistics Report Place signs and forms in the station folder. Pack laptop & laptop supplies in laptop bag Return all other supplies to the black supply bag.

64 CLOSING-PRINTING STATISTICS REPORT 1.Select the OVRD Transaction Statistics report. 2.The Report Viewer screen will display. 3.Select the printer icon shown in the upper left hand corner.

65 VOTER CHECK-IN REVIEW Have voters present their photo ID, state their name, address, and party Make sure you have selected the correct voter Make name and address updates if needed Verify voter’s Photo ID: Acceptable Photo Resembles voter Name is similar Unexpired or meet exception requirements Complete Help Referral forms for voters who don’t appear eligible to vote a regular ballot.
