1 Introduction: April 2004 Board meeting Consideration Factors –Beverage containers drive the rates –Rates don’t measure effectiveness of the law –Staff resources better spent on planning certifications –Rates for regulated containers very low –Cost to calculate the rates is high –Previously approved methodology infeasible –Annual certifications support intent of law

2 Purpose Consider publishing of 2003 recycling rates: –All Container –PET Purpose is not to revisit April Board action

3 Estimating the Rates Recycling and RPPC use trends –Indicate the rates are declining –Board may want to require a certification Must first publish the rates –Estimated the rates using DOC data –Used proportional analysis Controversy over which DOC data to use –23.9 vs. 24.5

4 May Interested Parties Meeting Presented approach to estimate the rates –Controversy over data arose here Approach would not be a new method –This still holds true Would not recommend publishing the estimated rates –Subsequently had to change this to meet legal requirements –Stakeholders may take exception to this change

5 Conclusion: Trends indicate rates would be lower Approach to estimate rates supports –2002 rate above 25 percent (27.0%) –2003 rate below 25 percent (23.9%) Staff presentation next
