2 Question: If the proposed 5 Guiding principles reflect regional priorities? USAID-- Risk management should encompass all aspects of preparedness, prevention, mitigation and reduction. Technological hazard and technological failures related to natural hazard may need to be included. Current HFA includes technological hazard if it is linked to natural disasters (e.g. Fukushima nuclear accident triggered by natural hazard). There are two different views (whether to focus only to natural hazard or not.) What kind of hazard HFA2 handles should be clarified. Bangladesh --Collapse of building, animal attacks etc. It depends on national priorities. There is a disconnect between natural and regional conflict. Scope of HFA should be expanded with a view of their impact. Conflict and climate change should also be considered. Government may have responsibility to respond to natural disasters, so there is a view that it should be regarded as legal obligation. Others feel that it would be too much. Government is responsible for responding. Pakistan -Making disaster management international obligations needs more discussion. International obligation should be national. Caritas – Whether or not legal obligation should be left with the government. No specific comments on principle IV

3 Group -3 HFA 2 Proposed Elements Paper Question: If the proposed 5 Guiding principles reflect regional priorities? Public, private and other stakeholders. Public should come first. HFA1 Priority 3 involves public and private sectors. So, the principle and goals of HFA2 should be adoptable by entire society, whether technological or natural. Information should be open access. Risk assessment should be highlighted.

4 Group -3 HFA 2 Proposed Elements Paper II. How the Strategic Areas can be addressed in the region? Risk management focus Clear definition may be needed. Risk reduction is to reduce current risks, though they cannot be eliminated. Risk prevention is to prevent anticipated risks. Better decision- making system should be based on all aspects of these. Actions could overlap. Focusing too much into one side of risk reduction may lose bigger picture.

5 Group -3 HFA 2 Proposed Elements Paper Awareness and enhance understanding of risks Pakistan : Targeting urban risk in cities may be the region's one emphasis. Resilient urban planning enhancing building codes and effective response capacity development is needed. Useful tools such as risk assessment (by hazard map etc) etc is a powerful tool, and has proven effectiveness by being used by national and local government. Awareness of urban people is needed. Countries' joint actions and cooperation towards common disasters (incl. technology etc), Training and common understanding are needed. Community participation in reducing risks in their areas is important. Technical information (e.g. building code) should be understood well by ordinary people. Community based disaster reduction, e.g. role of education, schools etc should not be forgotten in HFA2. ICHARM : Role of science should be regarded carefully. Science does not necessary be something that are always agreed on. The word, evidence-based can be also instead. Traditional knowledge and practices and science should be put together.

6 Group -3 HFA 2 Proposed Elements Paper Enhance resilience (also answering question iii) EMI : How to facilitate local government in investing in DRR should be considered. UNICEF : Different vulnerability is different groups (urban, rural etc) should be captured differently in this region. Diversity of the region should be reflected. Enhanced Cooperation(also answering question iv) Food shortages, flood management, water-shed management etc.. Recovery focus Priority of action : building back better.
