Safety of premises P. K. Frandsen SM 18 LHC Magnet test review 21 JUN 2005

Review 21 June 2005pkf2 Safety of premises 1.Fire and ODH detectors 2.Evacuation sirens 3.Escape routes 4.Means of alert 5.Emergency plans 6.Assembly point 7.Access policy 8.Access permissions 9.Access control systems

Review 21 June 2005pkf3 Fire and ODH detectors The hall is equipped with a set of smoke detectors. The type is a light beam across the hall. ODH detectors are installed in the RF test bunkers. These alerted during a complete stop of the main cryoplant compressors. ODH detection has not been fund necessary at the magnet test stands.

Review 21 June 2005pkf4 Evacuation sirens The fire detection releases automatically the evacuation sirens. This was inadvertently tested during the open door day in 2005. The ODH detectors have been connected to the CERN alarm transmission system.

Review 21 June 2005pkf5 Escape routes Escape routes are, normally, marked on the floor. However rapid changes to the use of the available space may leave a delay between a new installation and the marking on the floor. There is a constant effort between the different teams, the TSO and SC to maintain escape routes of sufficient width to allow a rapid evacuation. The number of escape doors and their place should be in conformity with the rules for this. No more than 30 metres from any point to an exit door.

Review 21 June 2005pkf6 Means of alert and for fire fighting Telephones are available No red telephones are installed in the hall General emergency stops are installed The fire and ODH detectors are related to the SCR Fire-fighting extinguishers are available

Review 21 June 2005pkf7 Emergency plans and exits and assembly point Emergency plans are posted at the main doors Exit signs are posted over the doors Doors can be opened from inside, mostly by crash-bars The assembly point is marked

Review 21 June 2005pkf8 Access to SM 18 The access policy is: Only authorised persons have access to the hall. Access is granted by the TSO upon request from the supervisor of each person. A condition for working in the hall is that the basic safety courses of level 1 and 2, plus a half day introduction to the risks in cryogenics have been followed.

Review 21 June 2005pkf9 Implementation of the access policy Outside normal working hours the access system opens the doors by a valid access card. The data base is in such a state that the courses cannot be checked. Any valid CERN card opens the doors. During working hours pedestrians and 2 wheel vehicles can enter freely. The site manager can open the gate for the access of cars. E.g. for loading or unloading. The BA 7 entrance barrier is normally closed and can be opened with any valid CERN card.
