International context:  Millennium Development Goals (MDGs): realisation of the relevance of persons with disabilities for the achievement of the MDGs  UN Convention on the Rights of Persons with Disabilities (UN CRPD) entry into force May 2008; ratified in Germany in early 2009  During formulation process of UN CRPD: German policy paper “Disability and Development”, 2006  2009: BMZ/GTZ Study report on the implications of article 32 for German Development Cooperation (Prof. Dr. Degener und Dr. Jahn)

Context: Cooperation and Alliances  BMZ supports creation and functioning of Global Partnership for Disability and Development (GPDD)  Cooperation with other bilateral donors and multilateral organizations (DFID, AusAid, WB, UNDESA, UNICEF, UNESCO, WHO, ILO, EU)  International cooperation with civil society in different countries (Vietnam, Cambodia und Tanzania) concerning inclusive PRSP processes  National cooperation and exchange with German civil society through VENRO working groups  Promoting the relevance of disability in development in international and national forums  Sensitising actors of the German development cooperation

Examples for strategic intervention: bilateral technical cooperation  Vietnam, Cambodia, Tanzania: empowerment of civil society groups in the participation of national poverty reduction strategies (PRSP)  Albania: support and advice in the formulation of legislation and the implementation of national strategy for the inclusion of persons with disabilities  Macedonia: development and adaptation of national legislation on social protection; disability relevant legislation and action plan  Chili: Reform of the national system of social protection: support in the development of a national model for inclusive pre-school education

Strategic intervention: new sector initiative „persons with disabilities“  Sector initiative commissioned by BMZ, implemented by GTZ  Overall aim: improving the inclusion of persons with disabilities in strategies and concepts of German Development Cooperation – in order to implement Article 32 of the UN Convention  Strategic components:  Policy advice and consultancy  Capacity development (orientation and training)  Development of methodologies and knowledge management  Financial add-on support to local institutions for the implementation of studies, events and lobby activities  Duration and financial investment: 3 years (2009-2012); € 1 Million  Team: 2+1 (Ingar Düring, Dominic Fritz, Rika Esser from CBM)
