2 CRPD is a HR convention with strong relation to development The CRPD initiated and primarily owned by developing countries Cross-sectoral approach in line with the PRSPs and Development Frameworks Art. 32 makes a specific reference to international cooperation CRPD establishes additional mechanisms that provide opportunities for information sharing and learning about development-relevant best practices

3 CRDP as opportunity to move toward inclusive development All forms of assistance to development are supposed to be “demand driven” and in compliance with international and domestic law, thus the CRPD is a legal justification for paradigm change toward inclusive development International Development Agents as well as the private sector have a moral obligation to provide financial and technical assistance in compliance with the principles of the Convention

4 CRPD and development programs/projects The development cycle can be represented with three stages: Multi-annual planning (macro) Programs (structural) Projects (micro) All three stages are relevant and must be affected by the Convention’s principles

5 What can DPOs do Request your policy-makers (e.g. government officials and parliamentarians) to promoting the Convention in their current and future activities; Lobbying your Country representatives at the UN (UNDP, UNICEF, UNESCO, WHO, etc) and in other development agencies (World Bank. Regional Development Banks) be briefed and be aware of the Convention in order to “institutionally solicit” the agencies to consistency with Convention’s principles in their activities (programs and projects); “Formally” solicit the same approach to bilateral development agencies, foundations and NGOs active in your country; Within the World Bank, DPOs and other stakeholders can look at several entry points within the project cycle Media Be a reference point Forge partnership with other organizations that are not disability- specialized

6 Entry points in WB Project Cycle Consultations held at the time of project design If not invited to the consultations, stakeholders can have access to the Project Concept Note via the external web site of the World Bank. Follow-up in writing with all accountable WB staff (including the Country Director if needed); In case of rejection of any reasonable action from the WB Task Team Leader, you may consider filing a formal request for inspection to the Inspection Panel www.inspectionpanel.org www.inspectionpanel.org
