 Hoot Outs And this week’s hoot out recipient is…

  Answer the questions on the half-page and glue it into your notebook! DO FIRST  You will be able to debate key issues and simulate the creation of the U.S. Constitution. OBJECTIVE SESSION 21: Constitutional Convention Role Play!

  Discuss the following questions with your table group and be ready to share out what you know in 2 minutes!  What is the Constitution?  Why is it such an important document?  What is the difference between the Constitution and the Declaration of Independence?  Who wrote the Constitution?  WRITE THIS BELOW YOUR DO FIRST: “The Constitution is the highest law of the land. No other state or national laws can go against the Constitution.” What do you already know?

  To learn about the issues America faced during this time period, we are going to engage in a role play where different Americans discuss and debate what they want their new government to look like!  We know that only _________________________ were involved in making the laws for America during this time period. But for our role play, we will have many groups represented: 1.Plantation Owners 2.Poor Farmers 3.Enslaved African-Americans 4.Wealthy Bankers/Merchants 5.Poor Female Workers Constitutional Convention Role Play

  Once you’ve moved to sit with your assigned group, place your name tent up! 1.Plantation Owners 2.Poor Farmers 3.Enslaved African-Americans 4.Wealthy Bankers/Merchants 5.Poor Female Workers  Once you’ve created your name tent, read through your role sheet and work with your tables to answer the questions on the front page.  Once the timer goes off, flip the page and write your personal reflection:  What do you hope to accomplish at the Constitutional Convention?  What are your concerns about the Constitutional Convention?  How do you feel about some of the other groups present at the convention? Who might be your possible allies? Your enemies? Your Assigned Role

  Read through the key issues with your group. Discuss how you feel about each issue and come to an agreement about what your group wants! Write your resolutions in the space provided.  Your ideas should be based on your character roles  Once you have decided on your resolutions, mark the most important issues to your group with a  Constitutional Convention: The Key Issues

  You will now have a chance to meet with other groups to build alliances. Think about which other groups you might be able to ally with—which groups might share your interests?  Each person will have one vote in the Constitutional Convention— the majority will decide what will be written in our new plan of government! Every vote counts  Choose 2 people in your group to be traveling negotiators. These two negotiators will speak to other groups by traveling around the room. The other people in the group should remain seated so that they can talk to the negotiators that come to their table from other groups.  When other traveling negotiators come to you, be prepared to discuss a possible alliance!  Write down which groups will be your allies. Jot down how you will vote on the issues that they care about so that the will support your issues in return! Alliances & Traveling Negotiators

  Now that you have formed alliances with different groups, discuss with your team.  Agree upon which groups you want to be your allies.  Look back at your resolutions. You might want to rewrite some of your resolutions based on the alliances that you formed.  Remember—if you support an issue that your ally cares about, they are more likely to support the issues that matter to you! Rewrite your Resolutions

  We will spend our next class engaging in a debate on each of the resolutions! To earn full credit for participation, be prepared to speak about at least ONE issue for your group.  To prepare, use the provided large index card to record key arguments you will make about each issue. Be sure that everyone in your group speaks about at least 1 issue. Be sure that all issues are addressed by someone in your group! Next Class: Role Play Debate!

  Make a Motion: when it is time to discuss an issue, you may begin the discussion by saying “Be it resolved that…”  For Example: _______________________________________________________  Someone needs to second the motion: “I second the motion.” Now this issue is the only issue that may be discussed. The class may not discuss a different issue until this issue is resolved.  Point of Information: if at any time you have a question, are confused, or want to bring something up, raise your hand and say “Point of Information.” Your question cannot interrupt anyone, but must be answered before others can speak about the issue. Parliamentary Procedure

  Point of Order: if you think that someone is speaking out of turn or is not speaking about the issue (for example, if this issue is slavery but someone tries to talk about who gets to vote in elections, you may raise your hand and call out “Point of Order!”) You CAN interrupt another speaker when you call point of order.  Call the question: If you think the discussion has gone on long enough, you may move to cut off the debate by raising your hand and when called on, you say “I call the question.” This does not need a second and is not debatable. The group takes an immediate vote on whether to stop debating. If a majority of people vote to stop debating, then we all vote on the issue and resolve it. Parliamentary Procedure

  My Role  Participation Credit  Beware the Gavel! Ms. Mathai as Moderator

Slavery Resolutions Issue 1: Should slavery continue to be legal in any of the United States? Resolution: Issue 2: Should the Constitution continue to allow the slave trade? Resolution: Paying Back Debt Issue 3: Should the Federal (national/central) government continue to allow payment in kind? Resolution: Government Bonds Issue 4: Should these bonds be paid back in full to all bond holders? Should the government pay back only a small amount instead of the full cost? Should they not pay any of it back at all? Resolution: Who Gets to Vote? Issue 5: Who should be allowed to vote in the general elections? Resolution: Large Population States vs. Small Population States Issue 6: How do you think states should be represented in Congress? Should large population states get more representatives? Should they all have the same number of representatives? Resolution: Constitutional Convention: Class Resolutions

 Constitutional Convention Role Play: Post-Debate Reflections  Complete the debate reflection! Remember, this was a fictional role play—what do you think the Constitutional Convention was like in real life? Reflect on the questions with detailed responses.  This reflection will count as part of your participation grade Thoughtful, well-written reflections will increase your participation score!

  We will learn what happened at the actual Constitutional Convention and learn how the Founding Fathers resolved these different issues that you debated! Next Class…
