Improving the Resilience-Building Model Underscore that ‘livelihoods’ pillar includes ‘diversification’ as well as ‘strengthening’ (important in response to population pressure and environmental constraints) Should ‘basic services’ pillar include education given importance of maternal illiteracy on undernutrition? Clarify the distinction between ‘cluster’ and ‘consortium’.

3. Implementing the Model Situation analysis of clusters: independent, impartial, common methodology, inclusive/consultative. Need quality, multi-disciplinary team, with enough time. Multi-year cluster strategy developed – facilitated by above team – for national and cluster levels. Strategy informs call for proposal Consortium log-frames developed, matching funding modality of each. Joint implementation plan for each cluster Clarify role of cluster lead agency

4. Coordination! Cluster lead agencies to review TOR/guidance of Cluster Working Groups, and either develop harmonised TOR or common template for adaptation. Cluster lead agencies, with EU, to develop consortium MoU where this does not exist. Cluster lead agencies plus EU+others, to consider need for facilitation – of consortia as minimum, or at cluster level – to support coordination, linkages with govt. Strengthen coordination at zonal level (as appropriate): – DRM/ATF – GO/NGO Forum – Zonal meetings Promote establishment of zonal DRM/ATF where missing in cluster areas. (  Resilience Task Force in future?) EU joint coordination (not ECHO/DEVCO)

5. Stronger Links with GoE Closer dialogue with govt at all levels and stages of programme – cluster working group (with its facilitator) Participation in joint monitoring visits and experience-sharing events. Targeting: – Ensure complementarity with PSNP – Where clusters have evidence of PSNP criteria not being respected, share this with government Indicators: – Consistent use of IFPRI/PSNP baseline data

6. Closer Collaboration with Other Actors UN Agencies: – They can benefit from: Participation in joint monitoring missions Participation in experience-sharing events Research opportunities – Consortia can benefit from: The UN’s policy dialogue with govt (at Regional and Federal levels), sharing cluster experience, advocacy (and NGO voice) The UN’s access to information (esp. context analysis) The UN’s technical expertise and assistance, coordination  MoU with UN agencies Agreement? Donors: – Keep them abreast of progress and results – Advocacy to scale-up to other areas Private sector: – Can contribute to strengthening livelihoods, marketing etc

7. Monitoring, Learning, Research Use LFA indicators for basic services Need common M+E framework for each cluster Some common indicators across clusters (linked to multi-year strategy) How to structure information flows from clusters to EU/UN so that they can bring to Govt’s attention? Strong M+E crucial if we wish to answer the question “does the resilience building model work? (and work better than previous efforts?)
