3 EuropeAid Case: Ghana EC Process and Inputs: o Coordination, harmonization and alignment o Discussed and agreed with the Government o Foreseen in CSP, Joint Assistance Strategy (2007) o Creation Joint facility mechanism: Ghana Accountability and Responsiveness Initiative NSAs participation: o National level: e.g. Sector working group, Budget support review process, performance review… o Local level: Social accountability local/district level 3

4 EuropeAid Case: Ghana Salient features: o Full harmonization and alignment o Incremental approach: Engaging NSAs building up of Donors-Gvt-NSAs relationship o Improved & transparent policy dialogue o Understanding of local dynamics Key challenges: o Danger of overloading NSAs and limited capacities 4

5 EuropeAid Case: Ecuador EC SBS to Ecuadorian National Education Plan Among objectives: – Reinforce Country M&E systems – Contribute to implementation of the Constitution through citizens participation in national policies In the long run: – establish relationship between public and private sector based on trust – Promote result oriented and domestic accountability 5

NSAs in monitoring indicators EC processes and inputs o Mapping of actors and roles added- value o EC negotiated involvement of NSAs early stage and financing o Related indicators to performance of both Gvt & NSAs o Call for proposals (restricted/targeted) managed by DEL but transparent with Govt. 6

7 EuropeAid Case: Ecuador Salient features: – Transparency of the process by informing actors involved directly and indirectly – EC as a convenor, facilitator follow through – Staff from different sections working together – Promoting civic engagement, use of new technologies Key challenges: – Collaboration not free of tensions managed by recognition of added value – Sustainability beyond project/call for proposals 7

8 EuropeAid Case: Ethiopia Context of crisis: donors decided to suspend BS Concerns of possible negative impact at local level EC supporting a new programme (Protection of Basic Services Programme) to ensure and expand service delivery at local level Increased resources to regional and district levels Need to ensure effective use and allocation of resources How? Social accountability component 8

9 EuropeAid Case: Ethiopia EC Process and inputs: Specific mechanism to provide support to Govt Identified wide range of NSAs, roles, strengths and weaknesses Separate window of PBS to support NSAs Key features: o involve NSAs in donor cooperation with the state in a fragile environment o Open to engage non-traditional NSAs o Continuous learning, improving knowledge and sharing 9
