1.Understand the FSC’s roles and responsibilities for food security programmatic responses 2.Understand the FSC role in M&E. 3.Understand the general characteristics of technical food security programmes as they relate to food availability, access, utilisation, and stability. 2 F OOD S ECURITY S TRATEGY L EARNING O BJECTIVES Programmatic Response

Why is this subject covered? Cluster staff need to understand what their roles and responsibilities are regarding the planning, proposal, implementation, and monitoring of food security programs. They also need to understand basic program characteristics. How does this relate to my day to day tasks? Cluster staff help coordinate formation of strategy that drives programmatic response; guide review of specific project proposals; facilitate project execution, and monitor performance of those projects against strategic objectives. 3 P ROGRAMMATIC R ESPONSE R ELEVANCE Programmatic Response

5 F OOD S ECURITY C LUSTER - TOR Programmatic Response What does the FSC do? 1.Ensure predictable and accountable leadership 2.Represent the food security community in the different country level fora 3.Support coordination in assessment planning and response, strategy 4.Develop benchmarks and indicators 5.Advocacy for entire food security community, not just specific partners 6.Strengthen national/local systems 7.Ensure quality of response, promotion of appropriate standards and delivery of services 8.Ensure shared understanding of early recovery 9.Learn and build upon best practices 10.Ensure partnership and inclusiveness Actions Coordinated Guidance for Coordination

P ROGRAMMATIC R ESPONSE – S TRATEGY D EVELOPMENT 1.Set Objectives (respond to problems) SMART 2. Consider Response Alternatives Appropriate, Feasible, Underlying Causes, Cross-Cutting 3.Decide upon Response Strategy; (programmatic options) Why?

7Programmatic Response AVAILABILITY Physical presence /proximity of food through domestic production or imports ACCESS Physical, social, and economic access to enough food to meet needs. UTILIZATION Use of food through adequate diet, WASH, etc. to reach nutritional well-being (non-food input) STABILITY Consistency and reliability in food supply P ROGRAMMATIC R ESPONSE P ROGRAMME C HARACTERISTICS GFD SFD FFW/R Food Incentive for Service Providers Market support Interventions Cash and Voucher Programmes School Feeding Programmes Improving access to agricultural Inputs Support to income generation Rehabilitation of rural infrastructure Support to Crop and Livestock Production Control of animal and plant pests and diseases Protection of natural resources: water, land, soil forests Emergency support to small scale fishery Support to diet diversification and nutrition Support to urban and peri-urban agriculture Others?

P ROGRAMMATIC R ESPONSE – E XERCISE For each strategic objective developed in last exercise: Identify a program or set of programmatic interventions that might work together to achieve the objective(s). (Purpose, target population, requirements) Discuss the role of the cluster in making sure that the programmatic response provided by members is in line with the agreed Present to the group and be prepared to defend Use Pakistan Hand-out as reference. 8Food Security Straegy

P ROGRAMMATIC R ESPONSE – F UNDING P ROPOSAL R EVIEW Programmatic Response Options (Purpose, Target Population, When Appropriate, Requirements) For projects seeking inclusion in joint appeals/pooled funding Ensure coherence with overall strategy Ensure accountability Usually mandated Why? Jointly establish criteria for review: strategy, gender, cross-cutting Jointly establish process for review Jointly, and transparently review proposals How?

P ROGRAMMATIC R ESPONSE – P ROJECT C OORDINATION Programmatic Response Options (Purpose, Target Population, When Appropriate, Requirements) Reduce gaps Reduce overlap/redundancy Prevent programs at cross- purposes Promote complementarity Why? IM: 3/4 4Ws Provide forum for discussion Facilitate mediation Maintain impartiality How?

P ROGRAMMATIC R ESPONSE – S TRATEGY M&E Programmatic Response Options (Purpose, Target Population, When Appropriate, Requirements) For projects included in joint appeals/pooled funding For all sector-related projects Ensure sector accountability Progress toward strategy objectives Why? IM: 3/4W’s Wide inclusion of partners, existing national systems Agree on key indicators Agree on comm plan; KISS Add value, disseminate up/down How?

12Food Security Strategy F OOD S ECURITY S TRATEGY K EY M ESSAGES Cluster coordinators must be aware of the food security pillars addressed by different programmatic responses The FSC does not dictate, implement, or monitor/evaluate individual organization programmes/activities The FSC does review programme progress toward agreed upon objectives (a critical role), facilitate, and collate information about programme/activity output toward inclusion in joint appeals Organization M&E data on programmes/activities is critical for the FSC maintaining accountability
