8 ‘Talk to Frank’ Campaign FRANK is a national drug education service jointly set up in 2003 by the Department of Health and the Home Office of the British government. It is intended to decrease the use of both legal and illegal drugs by providing "targeted" and "accurate information on drugs and alcohol", particularly to school pupils.
