4. Purpose and Need The purpose of this project is to improve safety and reduce congestion Improve capacity to carry current and projected traffic demands with high accident rates Increase mobility

Current Conditions SR 18 is Urban Principal Arterial developed with various commercial and medical facilities including The Cleveland Clinic (Medina General), recently opened Summa Health Center and several University Hospital facilities The number of lanes vary from 2 to 5 through the 2 mile project area Average Daily Traffic is 17,645 to 29,788 Volume to Capacity Ratio is 1.20

6. Corridor Statistics Appears on the latest Highway Safety Program This section ranks as the #1, most congested section in the NOACA region Identified in Connections 2030 - NOACA’s 20 year Transportation Plan
