5 Agricultural Use of Nitrogen & Phosphorous in WI As long as it does not cause damage, no laws regulate how much fertilizer a farmer can use (rate, timing)  If a farmer spreads manure on frozen ground and it kills fish, the farmer can be fined Several triggers exist that require a farmer to have a Nutrient Management Plan for the farm See the link to “What is a Farm Nutrient Management Plan?” on the class page

7 What is a Farm Nutrient Management Plan? A strategy for obtaining the maximum return from on- farm and commercial fertilizer resources in a manner that protects water quality  Measure current levels of soil fertility  Determine crop nutrient needs  Account for on-farm nutrient resources (manure, legumes, residual N)  Adjust commercial fertilizer application rates If a plan is required for an agricultural or environmental program, the plan must meet USDA- NRCS’s Nutrient Management Standard – 590
